 State Security Council Meeting: Nine-Month Performance of Turkmenistan's Law Enforcement Agencies

Ashgabat, October 1 | ORIENT. President of Turkmenistan and Supreme Commander-in-Chief of the Armed Forces, Army General Serdar Berdimuhamedov, chaired a meeting of the State Security Council, where the performance of military and law enforcement agencies for the first nine months of 2025 was reviewed in detail. The event marked an important milestone in assessing the effectiveness of the country's security agencies.

Secretary of the State Security Council and Minister of Defense Begench Gundogdyev presented a detailed report on efforts to strengthen the state's defense capability. Particular attention was paid to the introduction of modern technologies in the army, including digital systems, improving service conditions for military personnel, and the successful holding of the military parade in honor of the 34th anniversary of independence.

Prosecutor General Begmurat Mukhamedov outlined the results of his oversight activities, focusing on compliance with the law and the protection of citizens' rights. Data on the implementation of digital technologies in the work of the Prosecutor General's Office was presented. Interior Minister Mukhammet Khydyrov reported in detail on measures to maintain public order, prevent crime, and the results of the month-long campaign "Road Safety – Peace of Our Lives."

Supreme Court Chairman Begench Khodjamgulyev presented information on efforts to improve the judicial system, implement digital technologies, and enhance the qualifications of judges.

National Security Minister Nazar Atagarayev reported on the agency's efforts to ensure national security and counter modern threats and challenges.

Border Service Chief Yazgeldi Nuryev reported on efforts to protect state borders, modernize the material and technical infrastructure of border facilities, and implement military reforms. Minister of Justice Merettagan Taganov presented the results of his efforts to improve the legislative framework and provide legal assistance to the public.

The heads of the customs and migration services reported on the modernization of their agencies and the implementation of modern working methods.

Decisions Adopted

Following the meeting, the President of Turkmenistan and Supreme Commander-in-Chief of the Armed Forces, Army General Serdar Berdimuhamedov, signed documents establishing the relevant structures in the new etraps and appointing prosecutors.

The heads of the security agencies were given instructions on further modernizing their material and technical resources and enhancing the professional qualifications of their personnel.

Specific instructions were also given. In particular, the head of state instructed the Secretary of the State Security Council and Minister of Defense Gundogdyev to oversee the organized process of conscription and the discharge of military personnel.

Particular attention was paid to improving the service and living conditions of military personnel. The President of Turkmenistan emphasized the importance of ensuring the security of an independent, neutral state in accordance with the defensive Military Doctrine.

Development Prospects

The heads of the security agencies assured the head of state of their readiness to fulfill their assigned tasks for the benefit of the Fatherland. Plans were outlined for further improving the work of the agencies, introducing innovative technologies, and increasing the efficiency of the security agencies.

At the end of the meeting, President Serdar Berdimuhamedov congratulated the participants on the successful conduct of the military parade. Decisions on a number of additional issues were made.

This meeting marked an important stage in the development of Turkmenistan's security agencies and defined the main areas of their work for the coming period.
