 Chinese Ambassador to Turkmenistan: A Look at China through Keywords (21st edition)

On February 17, 2024, a member of the Politburo of the CPC Central Committee, Chinese Foreign Minister Wang Yi took part in the Munich Security Conference and delivered a keynote speech "Act decisively as a stabilizing force in a troubled world" at the "China in the World" session. As the Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Turkmenistan, I am ready to present to the dear friends of Turkmenistan the main content of this speech.

Keyword 1: promote cooperation between major countries

China is ready to act as a stabilizing force in promoting cooperation between major countries. Major Powers have a key responsibility for global strategic stability. President Xi Jinping has made it clear that great power rivalry is not the foundation of this era. The more turbulent the international environment becomes, the larger countries should strengthen coordination; the greater the risks and challenges, the larger countries should strengthen cooperation. 

This year marks the 45th anniversary of the establishment of diplomatic relations between China and the United States. Historical experience and lessons show that Sino-American cooperation can achieve a lot that is beneficial for both countries and the whole world, while confrontation is fraught with disaster for both countries and the whole world. The two heads of state held an important meeting at the end of last year, which opened a "vision of San Francisco" focused on the future.

China will firmly defend its legitimate rights and interests, oppose unjustified deterrence and suppression, and, guided by a responsible approach to history, people and the world, will work with the United States to implement the common agreements reached by the heads of state, and promote Chinese-American relations on the right path of mutual respect, peaceful coexistence and win-win cooperation. 

Russia is China's largest neighbor, the stable development of Sino-Russian relations based on non-alignment, non-confrontation and non-aggression towards a third party meets the common interests of both sides, promotes strategic stability in the Asia-Pacific region and around the world, and also contributes to a useful study of a new type of relations between major countries. 

China and the EU, being two major global forces, big markets and great civilizations, must be aware of the international responsibility that both sides have assumed. A more stable and closer relationship between China and the EU will not only bring success to each other, but also illuminate the world. The parties must exclude geopolitical and ideological interference, adhere to partnership rather than confrontation, jointly bring positive energy to the fight against chaos and provide a new direction for overcoming difficulties together. 

Keyword 2: resolving hotspot issues

China is ready to act as a stabilizing force in resolving the problems of hot spots. China strives to find ways to solve these problems with Chinese specifics, insists on non-interference in the internal affairs of other countries and opposes imposing its own point of view on others. China adheres to a fair and objective approach, not the pursuit of selfish goals, a political settlement, not the use of force, and the elimination of both consequences and root causes, not shortsightedness and one-sidedness. With the active mediation of China, Saudi Arabia and Iran reached a historic reconciliation, which, in turn, caused a "wave of reconciliation" in the Middle East and became a vivid practice of the Global Security Initiative proposed by President Xi Jinping. 

The recent increase in the tension of the situation and the development of the Palestinian-Israeli conflict, the continuing tension in the Red Sea once again indicate that the Palestinian issue is always at the center of the Middle East problem. The Palestinian people have been forced to leave their homes for several generations and still have not achieved the legitimate establishment of a State, this is the longest injustice of our time. China stands firmly on the side of equality and justice, strives for a ceasefire and violence, and does everything possible to protect civilians.

China facilitated the adoption by the Security Council of the first resolution since the beginning of the Palestinian-Israeli conflict and published a "Document outlining the position of the People's Republic of China on the settlement of the Palestinian-Israeli conflict." China calls for accelerating the establishment of a Palestinian State and convening a broader and more effective international peace conference in order to truly achieve peaceful coexistence between Palestine and Israel.  In the Ukrainian crisis, China has never given up trying to convince the world and has not stopped advancing negotiations. President Xi Jinping personally communicated in depth with the leaders of various countries, including Russia and Ukraine, in order to play a constructive role in resolving the crisis. China has also issued special position papers and has repeatedly sent special envoys to carry out active mediation activities. All of China's actions were aimed at achieving one goal — to achieve consensus on ending the war and prepare the ground for peace negotiations. 

China is aggressively pushing for a political settlement of the Korean Peninsula issue, and the main task of the countries is to prevent a vicious circle, eliminate legitimate security concerns of the parties and contribute to the cooling and stabilization of the situation.

China facilitated the signing of a ceasefire agreement in Kunming (PRC) by all parties to Myanmar, resolutely defended peace and stability in northern Myanmar and called on ASEAN to promote an appropriate settlement of the Myanmar problem based on the principle of non-interference in internal affairs.

China is also actively supporting Afghanistan in establishing an inclusive and moderate Government in order to prevent the resurgence and spread of terrorism. 

China has a vast territory and many neighboring countries, and conflicts and disputes inherited from history are complex. China has always insisted on resolving differences through consultations and resolving disputes through dialogue. China is ready to accelerate consultations with ASEAN on the "Code of Conduct in the South China Sea", promote cooperation and joint development at sea in order to turn the South China Sea into a sea of peace, cooperation and friendship. 

Keyword 3: strengthening global governance

China is ready to act as a stabilizing force in strengthening global governance. Today's international system is facing serious upheavals caused by unilateralism and the politics of force. Revitalizing multilateralism and strengthening unity in response has become a common call of the international community. China believes that the authority and central role of the UN can only be strengthened, not weakened, that the purposes and principles of the UN Charter have never become outdated, and are becoming even more important.

China has become the largest contributor of troops to peacekeeping operations among the five permanent members of the Security Council and the second largest contributor to the UN regular budget and peacekeeping contributions. China advocates for the Security Council to play a central role in peace and security issues, as well as for organizing a UN “Summit of the Future” to offer more feasible options for responding to challenges. 

In the face of the climate threat, China has pushed the UN Climate Change Conference to reach a consensus in the UAE that will achieve the highest reduction in the intensity of carbon emissions in the world in the shortest possible time in the history of mankind.

China is true to its word. In the face of challenges related to artificial intelligence, China supports the establishment of an international artificial intelligence management body within the United Nations to jointly ensure the well-being of mankind. 

China has actively strengthened cohesion and cooperation within the Global South, promoted the historic expansion of the BRICS, supported the AU’s entry into the Group of Twenty, seeks to expand the representation and voice of developing countries in global affairs, and contributes to making the global governance architecture more balanced and effective. 

As the world’s largest developing country, China insists on providing more public goods to the world within its capabilities. From the Belt and Road Initiative to the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, China is contributing to solving global problems through cooperation, openness and equality. 

Strengthening global governance should be based on respect for the sovereignty and territorial integrity of all countries. Taiwan is an integral part of China’s territory, and the Taiwan Issue is an internal matter of China. While observing the basic international norms, the parties must adhere to the “one China” principle. In order to maintain peace and stability in the Taiwan Strait, it is necessary to resolutely oppose the “independence of Taiwan”. 

Keyword 4: promoting global growth

China is ready to act as a stabilizing force in promoting global growth. The Chinese economy is dynamic and resilient, and its long-term positive dynamics are becoming more and more obvious. Last year, the Chinese economy provided 1/3 of global growth with a growth rate of 5.2%. With the rapid growth of the largest market, China will bring even more benefits to the world. It is widely believed in the global business community that “the next China is still China.” 

Focusing on the implementation of Chinese-style modernization is currently the greatest political consensus of the Chinese people. Accelerated promotion of high-quality development is a firm truth of China in the new era. As President Xi Jinping stressed, China’s doors will only open wider. China will continue to expand institutional openness, reduce the negative list of foreign investment access to the Chinese market, and provide enterprises of all countries, including Europe, with a more market-oriented, legal and international business environment. Currently, China has already introduced a visa-free regime with 23 countries, as well as unilaterally introduced a visa-free regime for many European and other countries. In the next step, China will provide people from different countries with even more facilities for investing, doing business, tourism and studying in China. 

Opposition to the “severing of ties” has now become an international consensus, and more and more far—sighted people understand that the greatest risk is non-cooperation. Anyone who tries to carry out “decitarization” under the pretext of “removing risks” will make a historical mistake. The “sea” of the world economy cannot turn into isolated “lakes”, and the general trend of economic globalization is Irreversible. Countries must work together to advance globalization in a more inclusive and inclusive way so that more countries and more people can benefit from it.
