China officially launches registration of data property rights
Data is becoming a new factor of production, and its value is growing every day. Clear ownership rights are the foundation for efficient use, protection and fair exchange of information.
On Friday, the National Data Administration announced that China has officially begun registering data property rights, further promoting the use of data and unlocking its value. The registration system essentially issues an identity card for data in all its forms. It clearly defines who owns the data, what it can be used for and who is allowed to use it.
"A unified national data property rights registration system will solve the problems of multiple types of data registration, inconsistent standards and insufficient mutual recognition that have existed for some time," said Luan Jie, director of the Policy and Planning Department of the National Data Administration.
Data property rights include the right to store, use and operate data. For example, a car manufacturer that legally collects production and procurement data owns all three rights to the dataset. If it shares the data with a bank for credit assessment, the bank receives the right to use it. If it authorizes a data trading intermediary, the intermediary receives the right to operate it.
"The rights to store, use and process data are independent of each other. Applicants can register one, two or all three rights. Unlike traditional factors of production such as land and labour, data can be copied and transferred. For example, the right to use a single dataset can simultaneously belong to multiple parties. Consequently, any data obtained in a lawful and compliant manner can be registered," Luan explained.

It will not only protect the rights of owners but also create transparent conditions for data exchange and commercialization, ultimately accelerating innovative development.
