Speaking at a meeting of the Khalk Maslakhaty, President of Turkmenistan Serdar Berdimuhamedov focused on the country's achievements since independence. He noted that fundamental reforms have been implemented in all areas, and Turkmenistan's reputation as a reliable partner, a country of peace and friendship, is steadily strengthening on the international stage.

The head of state noted that GDP growth has remained stable at 6.3% since the beginning of the year, demonstrating the successful implementation of ongoing reforms. He stated that the main goal of economic policy is to consistently improve the well-being of the people. To this end, a large-scale investment policy is being implemented, with over 40 billion manats allocated by the end of the year.

Particular attention was paid to the development of the social sector. The President noted the active construction of residential buildings, towns, and villages, as well as the growth in the volume of preferential loans for the population. This year, new modern villages were opened and commissioned in the Ak Bugday and Kaakha districts of the Akhal region and the Kunya-Urgench district of the Dashoguz region. Another village is scheduled to open in the Kizylarvat district of the Balkan region.

Serdar Berdimuhamedov announced that more than 3,000 new jobs will be created by the end of the year as part of the implementation of the "Concept for the Development of the Labor Market until 2030." The head of state also instructed that a "Program for the Socioeconomic Development of Turkmenistan and Investments in 2026" be developed and submitted to the People's Assembly (Khalk Maslakhaty).

In his speech, the President touched on the development of key industries. He highlighted the successful implementation of the policy to integrate the oil and gas sector into international infrastructure, noting the construction of the TAPI gas pipeline and the development of the Galkynyş field. He noted the creation of innovative production facilities in the construction and industrial complex, and instructed the chemical industry to build new carbamide and fertilizer production facilities. He also announced large-scale projects in the transport and communications sector.

The head of state emphasized the special attention being paid to large-scale construction and modernization. In particular, it is planned to build large industrial facilities: a carbamide production complex in the Turkmenbashi district, the second stage of a gasoline-to-gasoline plant in the Akhal velayat, as well as mineral fertilizer production complexes in the cities of Turkmenabat and Mary. Construction of a road bridge across the Garabogaz Gulf and completion of the Mary-Turkmenabat section of the high-speed highway are underway.

Among the healthcare and educational facilities under construction and planned for construction in Ashgabat and the regions are the International Pediatric Center, the Scientific and Clinical Oncology Center, and the Dental Center, as well as new multidisciplinary clinics in Tejen and international oncology centers in the Mary, Balkan, and Lebap velayats. Construction continues on buildings for the Turkmen State Institute of Architecture and Civil Engineering and the Turkmen State Pedagogical Institute.

The President emphasized the successes in agriculture, noting the high wheat and cotton harvests. He also noted the development of the shopping mall, the successful participation in the EXPO 2025 exhibition, and the active development of private entrepreneurship.

In his address, the President focused on the consistent improvement of the national education system. He identified the training of highly qualified specialists of international standing as a key objective. In this regard, the head of state instructed the Ministry of Education, together with the Ministry of Labor and Social Protection and the Ministry of Finance, to develop a procedure for planning personnel requirements. This document will serve as the basis for the state order for student admission to vocational educational institutions.

In his speech, the President emphasized Turkmenistan's commitment to its status of permanent neutrality, three times recognized by the United Nations. He stated that this status is the foundation for developing and strengthening cooperation with all states and authoritative international organizations.

The head of state announced that the country will soon participate in the 80th anniversary session of the UN General Assembly, where Turkmenistan's priority positions will be voiced. These include strengthening global peace and security, sustainable development, and expanding cooperation in the transport and energy sectors. Among other important areas of partnership, the President named environmental security, combating climate change, and developing humanitarian cooperation.

He also noted that in honor of the International Year of Peace and Trust and the 30th anniversary of the country's neutrality, a representative forum will be held on December 12, which will promote Turkmenistan's peacekeeping doctrine.

Concluding his speech, Serdar Berdimuhamedov expressed confidence that all the tasks set will be achieved through joint efforts.
