Fighting corruption as a foundation for economic stability was the main topic of a two-day seminar held in Ashgabat on April 15-16. The OSCE Centre provided a platform for an in-depth analysis of Turkmenistan's legislative framework and its adaptation to international standards of the UN, OECD, and the Council of Europe.

A Strategy Against Risks: The seminar program included not only theoretical discussions but also a review of effective practices. Participants, including representatives of the Mejlis, the Ministry of Finance, the Ministry of Internal Affairs, the Prosecutor General's Office, and others, together with an expert from Latvia, examined in detail the architecture of an anti-corruption strategy. The focus was on identifying risk areas in the public sphere and developing clear success indicators: how to measure the effectiveness of measures taken.

William Leaf, Head of the OSCE Centre in Ashgabat, emphasized that the fight against corruption is, first and foremost, about strengthening governance accountability. The experience of EU and Central Asian countries in criminalizing corruption crimes has become a practical case that will allow Turkmenistan to improve its internal institutional structure.

From Theory to Education. The event was particularly valuable for the academic community. The knowledge gained at the seminar will become part of the educational process for future lawyers and diplomats.

"The information gained and the practical experience of foreign countries are of great importance for the educational process," noted Dovletmurad Mamedov, a lecturer in the Faculty of Law at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan. "We plan to actively use these cases in educating students. Understanding international anti-corruption mechanisms will help prepare specialists capable of effectively protecting the country's legal framework."

Integrating best practices into curricula ensures that the next generation of civil servants will work within the standards of good governance, starting from their student years.
