Information about the entry into force of regulations governing the organization and use of paid public parking lots in the capital of Turkmenistan has been published on the official website of the Ministry of Justice.

The document was approved by Resolution No. 171 of the Ashgabat city administration dated March 2, 2026, and registered by the Ministry of Justice on March 27 under number 1936.

The new rules are aimed at optimizing traffic flows in the city, ensuring more efficient use of urban infrastructure, and reducing vehicle emissions. They apply to all types of vehicles, including electric cars.

According to the requirements, parking areas must meet specific standards. Parking spaces for passenger cars must be at least 2.5 × 5 meters, while those for trucks must be at least 3 × 7 meters. Accessibility is given special attention: from 1% to 10% of spaces must be allocated for people with disabilities and marked accordingly. Driveways between rows must be no less than 7 meters wide, and speed within parking areas is limited to 5–10 km/h.

The rules for using parking facilities are also regulated. Upon entry, drivers must obtain a confirming document — a card, ticket, or receipt. Without it, access is prohibited. Parking facilities operate daily, but operators may temporarily suspend operations with at least three working days’ notice. Idling with the engine running, as well as performing repairs or self-service maintenance on vehicles, is prohibited on the premises.

The document also provides for social benefits. Free parking is granted to certain categories of citizens, including World War II veterans, individuals affected by radiation accidents, persons with Group I and II disabilities, and parents or legal representatives of children with disabilities, upon presentation of relevant documents.

In addition, no fee is charged for short-term stops of up to 15 minutes if they are related to picking up or dropping off passengers or loading and unloading. Free access is also granted to the State Courier Service.

Parking fees are determined based on the type of vehicle, the space occupied, and the duration of stay. Payment can be made in cash or cashless form. Specific rates are set by parking owners or operators within the framework of current legislation.
