International Anti-Money Laundering and Combating the Financing of Terrorism (AML/CFT) standards in the area of confiscation and best practices of their implementation were discussed during an OSCE-organized seminar that took place in Ashgabat from 15 to 17 December 2025.

The OSCE Centre in Ashgabat organized the three-day event to facilitate the implementation of specific provisions of the Plan on Technical Assistance to Turkmenistan on addressing recommendations from the second round of Mutual Evaluations by the Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG).

Experts from the EAG Secretariat briefed participants on Financial Action Task Force (FATF) Recommendations and expanded on the obligation and requirement to comply with international standards on AML/CFT.

“The Organization for Security and Co-operation in Europe is fully committed to supporting good economic governance, robust anti-money laundering regimes, solid ethics infrastructure, and sound financial and resource management in its 57 participating States,” said Olivera Zurovac-Kuzman, Economic and Environmental Officer of the OSCE Centre in Ashgabat.

“The OSCE Centre in Ashgabat, for its part, is actively cooperating with Turkmenistan on strengthening the national AML/CFT system and bringing it in compliance with FATF standards, including via assistance in implementation of recommendations of the 2nd round of EAG mutual evaluations,” she added.

During the seminar, participants enhanced their understanding of confiscation and its types in the FATF Recommendations. The experts focused on recommendations addressing mutual legal assistance, freezing, and confiscation, as well as statistics on confiscation and presented best practices of their implementation.

The seminar also included practical exercises, based on the data from the Mutual Evaluation Report on the AML/CFT system of Turkmenistan by the EAG.

The event brought together officials representing the Ministry of Finance and Economy of Turkmenistan and its Financial Monitoring Service, the General Prosecutor's Office, Ministry of Internal Affairs, Supreme Court and the State Committee of Turkmenistan on Statistics.
