Turkmenistan at the ADB Seminar in Bishkek: Developing “Green” Skills in Central Asia


From November 4 to 6, a seminar titled “From Theory to Practice: Policy Lab on Just Transition for Practitioners in CAREC Countries” was held in Bishkek, Kyrgyzstan. Organized by the Asian Development Bank (ADB) and the International Training Centre of the ILO, the seminar marked the final stage of a large-scale program aimed at developing “green” skills and strengthening cooperation in Central Asia.
The main goal of the event was to enhance collaboration among the countries of the Central Asia Regional Economic Cooperation (CAREC) and to design practical mechanisms ensuring a fair and inclusive transition to a low-carbon economy.
The seminar brought together representatives of relevant ministries, climate policy experts, and institutions of technical education from CAREC member countries, including a delegation from Turkmenistan (representatives of the Ministries of Education and of Labor and Social Protection of the Population).
For three days, participants exchanged experiences and discussed developing national action plans. Special attention was given to:
• Creating new employment opportunities within a green economy.
• Retraining and upgrading workforce for sustainable professions.
• Integrating sustainable development principles into national education systems.
The Turkmen delegation shared its experience in developing human capital and training specialists capable of supporting environmental and technological transformations in the country.
At the end of the program, participants received certificates, including digital certificates issued using blockchain technology, ensuring transparency and data protection.
