At the regular meeting of the Cabinet of Ministers held on Friday, in addition to macroeconomic results and reports on the fuel and energy sector, reports were heard on the work accomplished in the legislative, foreign policy, construction, agro-industrial, and social spheres for January–October 2025.

Chairperson of Mejlis Dunyagozel Gulmanova reported on significant work to improve the legislative framework:

Adopted Laws — During the reporting period, 17 legislative acts were adopted, including the Constitutional Law "On the Legal Foundations of the Policy of Peace and Trust of Neutral Turkmenistan," "On the Court," "On the Civil Code of Turkmenistan," as well as a number of amendments to existing codes.

International Cooperation — 55 meetings were held with representatives of foreign diplomatic missions and 34 official trips abroad were conducted to study best practices.

An important visit — A delegation from the Mejlis visited the Russian Federation, during which a Cooperation Agreement was signed with the Federation Council of the Federal Assembly of the Russian Federation.

Agro-Industry and Construction

Agriculture: Deputy Prime Minister Tangryguly Atakhalliyev reported production growth in the agricultural sector, reaching 114.2%. The State Water Management Committee demonstrated growth of 128.2%, and the State Concern Türkmenpagta (Turkmen Cotton) grew by 131.1%. Seasonal campaigns, including wheat irrigation and cotton harvesting, are currently ongoing.

Construction and Industry: Deputy Prime Minister Baymyrat Annamammedov reported that the production and work plan in the construction and industrial complex was fulfilled by 104.1%. Specifically, the Ministry of Construction and Architecture fulfilled the plan by 113.8%, and the Ministry of Energy by 109.7%.

Foreign Policy and Diplomacy

Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs Rashid Meredov presented a comprehensive report on the implementation of neutral Turkmenistan's foreign policy:

— Presidential Visits: The Head of State visited nine countries, including the United States, China, Japan, and Italy.

— National Leader Visits: Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov visited eight countries and regions.

— International Activity: Turkmenistan hosted the Third UN Conference on Landlocked Developing Countries (Avaza) and a high-level trilateral meeting with the Presidents of Azerbaijan and Uzbekistan.

— Documents: The legal framework for international relations was expanded by 179 documents.

— Upcoming Visit: Preparations for President Serdar Berdimuhamedov's planned visit to the United States on the invitation of President Donald Trump were discussed separately. This visit will include a bilateral summit and the "Central Asia Plus US" Summit in Washington.

Education, Healthcare, and Culture

The Deputy Prime Ministers reported on achievements in the social sphere:

Education and Sports (Bayramgul Orazdurdyeva): Schoolchildren and students won 815 medals at international Olympiads. In sports, national teams won 818 medals. The Saglyk program continued to implement advanced medical methods and build new facilities (multi-disciplinary hospitals, the Maternal and Child Health Center).

Culture (Bahar Seyidova): Turkmenistan Culture Days were held in Azerbaijan and Uzbekistan, and the opening ceremony of the archaeological exhibition "Ancient Civilizations of Turkmenistan" was held at the Capitoline Museum in Rome. The head of state instructed to develop international cooperation and the restoration of historical and cultural monuments.

Transport and Communications Complex

Deputy Prime Minister Mammetkhan Chakyev reported that the growth rate of works and services in the transport and communications complex amounted to 113%. The cargo transportation plan was fulfilled by 100.6%, and the passenger transportation plan by 105%.

Motto and Emblem of 2026

At the conclusion of the meeting, President Serdar Berdimuhamedov instructed the Chairman of the Mejlis to prepare proposals for determining the motto and emblem for 2026.
