World Bank Will Support Education Reform in Turkmenistan for Transition to a Knowledge-Based Economy

A delegation from the Ministry of Education of Turkmenistan, led by Deputy Minister Azat Atayev, held a working meeting with the leadership and experts of the World Bank (WB) on October 27 in Washington. The purpose of the visit was to coordinate steps for developing a knowledge-based economy and strengthening the link between economic planning, education, skills, and scientific research (R&D).

The parties discussed creating a bilateral framework that will connect the economy, education, and R&D activities, based on national priorities and management analytics.

Key areas of cooperation include:

• Implementation of WB methodologies (such as SABER and STEP) to improve education outcomes and align skills with labor market needs;

• Preparation for piloting an integrated decision-support platform for higher and vocational education. This platform will combine student data, labor market information, and R&D workflows.

As emphasized during the meeting, the implementation of these measures will accelerate the transition to data-driven education management, enhance the relevance of curricula to labor market demands, and strengthen the role of universities in applied research. It will also institutionalize the measurement of outcomes — from academic performance and graduate employment to technology transfer indicators.

The parties agreed to continue cooperation, including the provision of the WB’s knowledge package, technical sessions, and joint analytical work (ASA) to calibrate parameters of the pilot project.
