From September 15 to 20, a delegation of the Ministry of Communications of Turkmenistan, together with representatives of other state agencies, paid a study visit to Estonia. The trip was organized within the framework of the joint UNDP and Ministry of Communications project “Support to the introduction of a pilot system of interdepartmental electronic interaction in Turkmenistan.”

During the visit, the Turkmen delegation studied Estonia’s globally recognized model of digital transformation. Special attention was given to the X-Road platform, which serves as a reliable foundation for e-governance.

The representatives of Turkmenistan gained practical knowledge in the fields of digital identity, X-Road architecture, cybersecurity, data management, and public-private partnership. Experts also presented examples of the use of artificial intelligence in public services, the e-Residency and eID projects, as well as the infrastructure of a “green” data center.

Participants received training from leading specialists and were introduced in practice to integrated e-services. This trip became a logical continuation of the implementation of the interdepartmental data exchange system in ten ministries of Turkmenistan, within which 12 state information systems have already been integrated.

It is expected that the knowledge gained will help expand the use of SMEV, improve the efficiency of digital services, and accelerate the country’s digital transformation. The initiative is being implemented within the framework of the Concept for the Development of the Digital Economy of Turkmenistan (2019–2025) and the State Program (2021–2025).
