UN Secretary-General calls for closer integration of Central Asia and Afghanistan

“The entire United Nations family stands ready to assist in promoting greater cooperation and integration among the countries of Central Asia and Afghanistan, toward achieving the goals of peace, sustainable development, stability and security”, said Secretary-General António Guterres during remarks at the ministerial debate "Building a Regional Partnership in Afghanistan and Central Asia as a Model to Link Security and Development" held by UN Security Council on 19 January. He stressed that all international community is interested in turning Afghanistan into peaceful, stable nation, but the essential role in this process belongs to Central Asian countries. Growth, widening of employment opportunities and prosperity depend on accelerated economic cooperation and integration. In turn, the common geography and history of Central Asia and Afghanistan, strong cultural ties set up huge potential for mutually beneficial joint projects, trade and exchange. The statement of head of the major international organization highlights the vision, that peace in Afghanistan and peaceful solution of afghan problem lays in such areas as economic integration and joint coping with security challenges.

Three lift-up dynamics of Central Asia for Afghanistan

António Guterres defined three main dimensions of the economic aspect of Central Asian involvement in Afghan agenda, which are already on the track. These are water resources, energy and trade. On the background of existing environment problems such as melting of glaciers in Tajikistan, Aral sea disaster, he noticed that Central Asian countries have recently intensified interaction on water resources through bilateral water commissions and agreements. “These developments hold important lessons for Afghanistan, where water-dependent farming and agriculture make up nearly half of the economy”, stressed UN Secretary-General. Moreover, he expressed the readiness of UN Regional Centre for Preventive Diplomacy (UNRCCA) for Central Asia to help to improve the regional legal framework on managing trans-boundary water resources, and to get Afghanistan involved in water diplomacy. The positive trends in energy cooperation was recognized as a key to promotion development and security. In this context, the head of UN expressed full support for such projects as CASA energy initiative, TAPI gas pipeline, new power transmission line from Uzbekistan to Afghanistan, and other, which can “bring greater investment and prosperity to this region.” The trade relations and the establishment of personal contacts through trade are among the significant prerequisites for achieving sustainable growth. In this regard, further promotion of transport and communication projects was emphasized. The Lapis-Lazuli Corridor was mentioned, which in the long term will link Afghanistan with neighboring Turkmenistan.

Common security challenge

Pointing out that Afghanistan’s fight against extremism, terrorism and transnational organized crime impacts for the entire region and the world, UN Security-General stressed that efficiency of counter-terrorism depends on “regional and multilateral cooperation”. “Regional cooperation offers opportunities to address common concerns, including counter-terrorist financing, improving border security, fostering dialogue with religious institutions and leaders, and countering human trafficking and drug smuggling”, he asserted.

Central Asia and Afghanistan have potential to become symbols of peace

Guterres underscored the activity pursued by UN Regional Centre for Preventive Diplomacy for Central Asia and the UN Assistance Mission in Afghanistan in supporting the region and countries. Concluding his profound speech, Guterres expressed confidence that “with greater regional cooperation and investment, Central Asia and Afghanistan have the potential to become symbols of dialogue, peace, and the promotion of contacts between cultures, religions and civilizations”.
