Dubai has been named the most attractive city for highly skilled professionals and executives for the second year in a row. According to the new Executive Nomad Index 2025 by Savills, the UAE capital tops the list of the world’s 30 best cities, leaving even the largest business hubs behind. The Middle East strengthened its position in the ranking, with Abu Dhabi moving up to second place this year. Both cities received top marks for a number of key benefits that mobile professionals value:

Tax efficiency - a favorable tax climate.

High quality of life and safety - excellent conditions for living and doing business.

Developed infrastructure - an extensive network of air traffic in Dubai and leading internet speed in Abu Dhabi.

Access to services - easy access to the best schools and medical institutions.

Comfort - year-round warm weather, attracting professionals from all over the world.

The UAE offers exactly what today's mobile professionals are looking for. This influx of highly qualified specialists, in turn, stimulates growth in the luxury housing market. The top ten cities also included Malaga (Spain) in third place, Miami in fourth and Lisbon in fifth. Spain and Portugal strengthened their positions, and from Greece, Crete (15th place) and Athens debuted in the ranking. Tokyo took 11th place, and Berlin - 28th.

This shows that professionals are choosing not only traditional resorts, but also cities that combine a developed business environment and rich culture.
