Turkmenistan announced priority positions for the 79th session of the UN GA

The Permanent Mission of Turkmenistan to the UN has announced Turkmenistan's priority positions at the 79th session of the United Nations General Assembly, which will open on 10 September. The high-level week with the participation of heads of state and government will be held from 23 to 27 September. Here is the announcement of priority positions of Turkmenistan with some abbreviations:

Peace and security

Turkmenistan will be guided by the principles of neutrality, non-interference and firm commitment to peaceful and political means of resolving conflicts and contradictions.

In accordance with the UN General Assembly resolution of March 21, 2024, it is planned to hold the opening ceremony of the International Year of Peace and Trust in Turkmenistan in December 2024, and to implement activities within the framework of the “road map” for the International Year of Peace and Trust throughout 2025.

Turkmenistan will continue its organizational work on the development of the Global Security Strategy. Turkmenistan sees the application of preventive diplomacy, the prevention and avoidance of conflict situations, as well as the use of the possibilities of neutrality and the historical experience of neutral countries as one of its main provisions.

Turkmenistan intends to submit to the First Committee of the UN General Assembly a draft resolution on the “Treaty on a Nuclear-Weapon-Free Zone in Central Asia,” dedicated to the 15th anniversary of the entry into force of the Treaty and the holding of the first Consultative Meeting of the participating countries in Ashgabat on 15 October 2009.

The country will submit to the UN General Assembly a draft resolution on the “Zone of Peace, Trust and Cooperation of Central Asia” and a draft resolution on the “Permanent Neutrality of Turkmenistan” dedicated to the 30th anniversary of the country's foreign policy status, and will announce the holding of a high-level meeting of the Group of Friends of Neutrality in Ashgabat in December 2024.

Additionally, regarding cooperation with UN specialized counter-terrorism structure: Turkmenistan proposes to host an international event in November 2024 on the launch of the UN Counter-Terrorism Office Guidelines on Critical Infrastructure Protection and is ready to finalize consideration of modalities for the establishment of a UNOCT Program Office for Central Asia.

Against the background of the escalation of military-political rivalry and the creation of new bloc configurations in various regions of the world, it is proposed to initiate work on the “return” of the values and principles of the Non-Aligned Movement to the international agenda. In Turkmenistan's view, one of the principles of the Movement's revitalisation should be neutrality, the philosophy of which is close and understandable to the majority of the Non-Aligned States.

Turkmenistan invites NAM Member States to begin developing approaches to the inclusion in Turkmenistan's initiative on the Global Security Strategy, a provision on support for neutrality as a factor in preserving global peace and stability, as well as preventing and neutralizing conflicts.

Taking into account the successful experience of the UN Regional Center for Preventive Diplomacy for Central Asia in Ashgabat, Turkmenistan proposes to convene a meeting of the heads of UN Centers for Preventive Diplomacy in Ashgabat in 2025 to exchange experience.

Turkmenistan also proposes to create a specialized program within the UN for training and working with global mediators (a mediator, a neutral, independent person who helps parties resolve a conflict).

Sustainable development

Efforts in the socio-economic and sustainable development areas will be aimed at stimulating the implementation of the 2030 Agenda, with a focus on poverty eradication, improving the international financial architecture to support developing countries, strengthening global energy and transport connectivity, mitigating climate change, restoring fragile ecosystems, and balancing the development of communication technologies and AI systems.

In this aspect, Turkmenistan is putting forward the following initiatives:

development of a Global Framework Program for the Transition to the Circular Economy;

preparation of the draft Action Plan for the UN Decade on Sustainable Transport 2026-2035 in cooperation;

organizing an international event in Turkmenistan in honor of World Sustainable Transport Day and the subsequent Ministerial Meeting of the Group of Friends of Sustainable Transport;

formation of a Global Atlas of Sustainable Transport Connectivity and an Alliance for Global Energy Security and Sustainable Development.

Environment and climate change

Turkmenistan will continue to work on the establishment of a specialized structure - the Regional Center for Climate Change Technologies in Central Asia, as well as consultations with the relevant United Nations agencies on the preparation of project documents for the establishment of the United Nations Special Programme for the Aral Sea Basin (UN SPAS).

Among the priority issues, which goes far beyond regional boundaries, is the preservation of the unique natural riches of the Caspian Sea. In this regard, Turkmenistan proposes to organize the Second Caspian Environmental Forum in November 2025.

Humanitarian sphere

Turkmenistan proposes to consider the establishment of a mechanism for regular international consultations on the implementation of the global agenda on “Women, Peace and Security” with the participation of United Nations agencies: the United Nations Peacebuilding Commission, UN Women and others. It seems reasonable to implement such a mechanism on the basis of the Dialogue of Women of Central Asia initiated by Turkmenistan.

Work will continue to support the activities of the Central Asian Youth Dialogue, established at the initiative of Turkmenistan, with the aim of implementing the international agenda “Youth, Peace and Security”.

Turkmenistan has done significant work to reduce and prevent statelessness, as well as intends to host a regional conference on this issue.

In the field of sports diplomacy, Turkmenistan proposes to develop the experience of the first Diplomatic UN Friendship Games held in April 2024 within the framework of the UNGA Sustainable Development Week in New York. Together with the Permanent Mission of India to the United Nations, Turkmenistan intends to submit to the UN General Assembly a draft resolution aimed at consolidating the annual practice of holding the above-mentioned Games to realize the potential of sport as a tool for strengthening international humanitarian cooperation, interstate dialogue and trust.


Turkmenistan reaffirms its firm commitment to the UN as the only international body with universal legitimacy and mandate, and declares its full support to the efforts of the international community to normalize the geopolitical situation in the world and de-escalate it. In this context, Turkmenistan will actively promote the idea of respectful international dialogue and the implementation of the UN General Assembly resolution on declaring 2025 the International Year of Peace and Trust at the initiative of our country.
