Turkmen specialists study best customs tools and practices

Turkmen specialists took part in a regional workshop organized as part of the Passenger and Cargo Profiling Group initiative implemented through the UNODC-WCO Global Container Control Programme. The workshop was conducted by experts from the World Customs Organization (WCO) in Cholpon-Ata, Kyrgyzstan.

The training is intended for employees of customs and other competent authorities of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. Among the participants from Turkmenistan were the Director of the Customs Training Center, representatives of the Ashgabat International Airport and the Balkan Customs Ferry Post.

The event increased the level of expert knowledge of Port Control Group members in the field of identifying and intercepting high-risk cargo shipments and was aimed at forming a regional pool of instructors.

The next stages of this component envisage the selection of candidates during August-December 2024, after which accreditation tests will be conducted in the first quarter of 2025. Candidates who successfully pass the tests will receive the status of WCO-accredited instructors.

In parallel, a delegation of the State Customs Service of Turkmenistan visited Tashkent to study the experience of Uzbek customs in creating a Customs Clearance Center, as well as to get acquainted with the principles of operation of customs posts in the republic.

A detailed familiarization with the functionality of the Customs Clearance Center, created a year ago, was organized for Turkmen colleagues. It includes a data processing terminal, a remote electronic declaration post, a call center, targeting and risk management departments. Its information system is integrated with the databases of foreign departments, local ministries and institutions, entities engaged in foreign economic activity, and airlines.

As part of the visit, the delegation visited a number of customs posts in Uzbekistan to exchange experience in the operation of such facilities. This trip was of great importance both for the development of bilateral interdepartmental cooperation and for the application of Uzbekistan's best practices in creating the Control and Analytical Center of the State Customs Service of Turkmenistan.
