Turkmenistan proposes to create the UN Energy Council and adopt the Convention on Energy Security
In his speech at the 28th session of the Energy Charter Conference, Maksat Babayev, Deputy Chairman of the Cabinet of Ministers of Turkmenistan, summed up the results of the country's chairmanship in the Energy Charter Conference from the beginning of 2017, including the results of active diplomatic work to attract new countries. The Federal Republic of Nigeria, the Republic of Kenya, Burkina Faso, the Republic of Mali, the United Arab Emirates, the Republic of Panama and the Republic of the Gambia signed the International Energy Charter Treaty in 2017.
As noted, now the Energy Charter Treaty is the only multilateral agreement that is aimed at solving complex political, economic and legal problems related to the transit of energy.
For Turkmenistan, the diversification of transport infrastructure is a strategic priority for ensuring energy security, which implies a comprehensive development of energy cooperation not only between energy supplying countries, their transit countries and consumers, but also by interested parties and international organizations, in particular the UN and the Energy Charter.
In this regard, it is important to develop a political format of the relationship and a mechanism for creating organizational conditions for a systematic, professional discussion of the entire range of energy issues. The initiative of the Turkmen Leader GurbangulyBerdimuhamedov on setting up a special body - the UN Energy Council, as well as the UN expert group on energy security, is aimed at this.
According to Turkmenistan, the current situation in the energy sector of the world economy dictates the need to develop and adopt the UN Convention on Energy Security.
Due to the rapid technological progress, in recent years a high growth rate in the field of renewable energy sources has been observed, however, in the primary energy consumption market, oil, gas and coal are still the main types of fuel in the world. Natural gas is the most environmentally friendly product and can play a key role in promoting a better energy future with low greenhouse gas emissions.
Turkmenistan believes that a well-functioning transparent and competitive global gas market, including trading hubsof the natural compressedgas, will make a worthy contribution to the development of global energy cooperation.
