The priority positions of Turkmenistan at the 78th session of the UN General Assembly were published by the mission of the country


Turkmenistan considers the current, 78th session of the UN General Assembly as a period that requires all member states to demonstrate the highest responsibility and foresight. With these words, the preamble of the Priority Positions of Turkmenistan at the 78th session of the UN General Assembly, published on August 4 on the official web page of the Permanent Mission of Turkmenistan to the UN, begins.
“The situation that has arisen in the world, characterized by the forcing of military-political confrontation, the spread of conflict potential, the creation of new threats, challenges and an obvious crisis of confidence, undermines the foundations of the global architecture of interstate relations and the established international legal system,” the introductory part of the text says.
Turkmenistan proceeds from the need to focus efforts in the activities of the UN on overcoming these risks, upholding the principle of security integrity. That is, political or military security will not be long-term and full-fledged without ensuring economic, energy, food, biological security, without preventing and neutralizing risks and threats of an environmental, man-made nature, without effective counteraction to international terrorism, organized crime, including cybercrime, proliferation of weapons of mass destruction.
Turkmenistan is still guided by the principles of neutrality, non-intervention, firm commitment to peaceful, political means of resolving conflicts and contradictions. During the upcoming session, the country will continue to work on the implementation of international initiatives of the President of Turkmenistan on global and regional issues.
Thus, Turkmenistan considers it necessary to use the potential of the UN in order to give a balanced, non-ideological assessment of current events and trends, overcome mistrust and confrontational tension in world politics, and try to identify prospects for compromise and mutual consideration of interests.
Turkmenistan proposes to start discussing the possibilities of developing a Global Security Strategy, which should include such areas as:
preventive diplomacy as a tool for preventing and neutralizing conflicts;
using the potential of neutrality for the peaceful, political and diplomatic settlement of disputes and contradictions;
restoration of a culture of trust-based dialogue based on the decisions of the UN General Assembly to proclaim 2021 the International Year of Peace and Trust and 2023 the Year of Dialogue as a Guarantee of Peace.
Turkmenistan believes that the time has come to launch an inclusive dialogue between Central Asia and the UN and takes the initiative to create under the auspices of the UN the format of the Conference on Security in Central Asia and adjacent zones. Ashgabat is ready to host the first Meeting in 2024.
Turkmenistan proposes to consider the issue of legal registration of the Zone of Peace, Trust and Cooperation of Central Asia through the preparation of a draft relevant decision for the next Consultative Meeting of the Heads of State of Central Asia and a similar UN resolution.
Turkmenistan will continue to work on submitting a proposal to the UN General Assembly to declare 2025 the Year of Peace and Trust.
In addition, Turkmenistan will come up with a proposal to convene under the auspices of the UN, in cooperation with the World Food Program, the World Health Organization, the UN Children's Fund, a major international forum on food security.
Ashgabat also offers the possibility of establishing an Institute of Neutrality and Security, which could serve as a platform for scientific work and research on neutrality and related issues.
In view of the growing crisis in the supply of energy resources to world markets, instability in relations between suppliers, transit countries and consumers, Turkmenistan will propose to consider the possibility of adopting a UN General Assembly resolution “Stable, sustainable and reliable energy mobility, and its key role in ensuring sustainable development”. The draft resolution provides for the possibility of hosting the International Sustainable Energy for All Forum in Turkmenistan in 2025 to promote global efforts to ensure access to affordable, reliable, sustainable and modern energy sources.
Turkmenistan will come up with a proposal to hold a high-level meeting of the UN General Assembly on the development of cooperation in the field of sustainable transport within the framework of the Ashgabat process, timed to coincide with World Sustainable Transport Day - November 26, together with the UN Department of Economic and Social Affairs.
As part of preparations for the Third UN Conference on Landlocked Developing Countries in 2024 in Kigali (Rwanda), Turkmenistan is ready to consider holding a preparatory meeting in Ashgabat in 2024.
Turkmenistan proposes to start consultations with relevant UN agencies to determine the optimal format and structure of the UN Special Program for the Aral Sea Basin (UN SPAS).
As an important step in the adoption of a strategic approach to the environmental problems of Central Asia, Turkmenistan proposes to establish a specialized structure - the Regional Center for Climate Change Technologies in Central Asia, which would work on climate issues in a substantive and systematic way.
As part of the Global Methane Commitment, Turkmenistan proposes to start developing under the auspices of the UN a global strategy for zero growth in greenhouse gas emissions by 2030 and is ready to host an international forum/regional meeting on this topic.
Turkmenistan is also making proposals on the establishment of the Caspian Environment Initiative and the UN Regional Water Council in Central Asia, headquartered in Ashgabat.
Turkmenistan, which became the first state in Central Asia to abolish the death penalty, proposes to consider the development and adoption of the Treaty on a zone free from the death penalty in Central Asia and Mongolia.
Turkmenistan intends to expand project and program activities with specialized UN structures, and in this direction will take steps to open representative offices of FAO, UNESCO, ILO, UN-Habitat and UNOPS in the country.
