Turkmen customs officers held a seminar on the development of professional ethics

25 employees from the Central Office of the State Customs Service of Turkmenistan took part in a seminar on professional ethics organized under the auspices of the World Customs Organization (WCO) with the financial support of USAID.

They got acquainted with the tools of the World Customs Organization in the field of integrity and transparency in customs authorities, best practices in conflict of interest management.

International experts from the WCO, Oluimo Da Silva and Dashgin Aliyev, as well as Deputy Superintendent of Customs of Sri Lanka, Nandika Sanat Kumanaike, familiarized the seminar participants with the Arusha Declaration on Good Governance and Integrity in Customs Authorities.

The Arusha Declaration was adopted at the WCO visiting session in Arusha, Tanzania in 1993. It outlines the principles of effective management and service ethics in customs authorities. Among them are 10 principles — leadership and dedication, transparency, automation, audit and investigation, code of conduct, etc.

Among the above-mentioned principles of the Arusha Declaration, a key role is assigned to the development, promulgation and adoption of a comprehensive code of conduct that establishes unambiguous rules of conduct for all customs personnel.
