The draft Regulations on the Spartakiad were developed by Russia and approved by the Council for Physical Culture and Sport of the Commonwealth countries.

The Spartakiads are planned to be held once every four years, separately for winter and summer sports. The first competitions in winter sports are proposed to be held in 2024, and in summer — in 2026. Participants will compete with each other in both Paralympic and Deaflympic sports.

It is noted that the Spartakiad will attract people with disabilities to regular physical education and sports, promote their physical and spiritual education, as well as improve sports skills.

According to the organizers, within the framework of the games, it is also planned to familiarize participants with the cultural and historical values of the host country, to hold scientific and practical events for them.
