In Turkmenistan, a driver's license can be obtained for their owner by his authorized representative
The legal information portal Ministry of Justice of Turkmenistan published the changes that the Ministry of Internal Affairs of the country made to the "Procedure for conducting qualification exams for obtaining the right to drive vehicles and issue driver's licenses".
According to the new version of part 16 of the relevant Procedure, a driver's license can be issued by proxy to an authorized representative of a person who has passed the exam, but did not have time to get the license due to various reasons, for example, for health reasons, leaving Turkmenistan, etc.
Prior to the entry into force of these changes, a driver's license in Turkmenistan was issued personally to the owner of the document.
The current Procedure was adopted in Turkmenistan on September 20, 2018. The document was amended in accordance with the Order of the Minister of Internal Affairs of Turkmenistan, Muhammed Khydyrov, dated February 24, 2023, which was registered by the Ministry of Justice on March 16, 2023 under registration number 1694.
