On February 10, the esteemed President Serdar Berdimuhamedov held an extended meeting of the Cabinet of Ministers. In it, the results of the work carried out on the development of the economy of the country in 2022 were summarized.
Moving to the meeting's agenda, the esteemed President spoke first of all to deputy chairman of the Cabinet of Ministers Geldimyradov. The Vice-Premier reported on the results of the development of Turkmenistan's economy in 2022.
As mentioned, comprehensive measures aimed at further rapid development of the country are being successfully implemented, which contributes to the maintenance of stable development in all sectors of the economy and regions. This is clearly evidenced by last year's macroeconomic indicators.
During the meeting, the vice-premier also reported on the project of the "Program for the socio-economic development of our country in 2023", which was developed together with the relevant ministries, departmental management bodies, khyakims of the velayats and Ashgabat city. As mentioned, based on the seven-year presidential program and the State budget of 2023, the document specified macroeconomic indicators to be achieved this year, production plans for all sectors of the economy, tasks to be performed, socio-economic development indicators for velayats and Ashgabat city.
Then the esteemed President addressed the Minister of Finance and Economy Serdarov. The Minister reported on the implementation of the State Budget in 2022, the planned investments and the implementation of the National Rural Program. After listening to the report, the esteemed President of Turkmenistan dismissed Serdarov from the position of Minister of Finance and Economy due to his transfer to another job. The head of state appointed Jorayev to this position and dismissed him from the post of deputy minister.
Expressing sincere gratitude to the esteemed President for the high trust expressed by the newly appointed head of the Ministry of Finance and Economy position, he assured that he will make every effort to successfully fulfill his responsible and important duties.
Then the esteemed President addressed the head of the Central Bank Malikov. Malikov reported on the results of work carried out in 2022, measures taken to improve the work of banking institutions of the country.
Then the esteemed President addressed Amanmuhammedov, head of the State Committee on Statistics. Amanmuhammedov reported on the implementation of the planned indicators in 2022 by the ministries and departmental management agencies, as well as on the work on improving statistical reporting and data collection methods based on the statistical methodology that meets international standards. Head of the State Committee on Statistics reported that "Census - 2022: Compilation. Happiness. Vivid future held from December 17 to 27, 2022 census of the populationa and housing stocks was organizedin a high level.
Addressing the participants of the meeting, the head of state noted that the project of the program of socio-economic development of the country in 2023 has been carefully prepared in order to successfully implement the socio-economic development program of the President of Turkmenistan for 2022-2028. According to this document, it is planned to increase the growth rate of the GDP to 6.5 percent this year, as well as to develop the sectors of the national economy and the regions of the country in a stable manner, to achieve the full operation of production enterprises, to create about 3 thousand new jobs due to the construction of new enterprises.
It is planned to increase the volume of foreign trade turnover to 19.4 billion US dollars, the esteemed President continued. Small and medium sized entrepreneurship development is also envisaged. It is planned to increase the share of the private sector in the composition of the GDP (excluding the fuel and energy sector) to 71.3 percent. In addition, the head of state said that by increasing the amount of wages, pensions, state grants and scholarships by 10 percent, it is planned to increase the income of the population and improve the standard of living, and signed the decree approving this program.
Then the esteemed President addressed to Vice-Premier Geldimyradov and instructed him to continue effective work on strengthening the foundations of the national economy, creating new industries and production by introducing innovative technologies to our economy, and increasing the share of the private sector in the economy.
Then the esteemed President addressed the Vice Premier of the Cabinet of Ministers Abdyrahmanov. The Vice-Premier reported on the results of work performed in 2022 in the sectors under his control. He reported on technical and economic indicators achieved in the field of oil and gas condensate extraction.
After listening to the report, the esteemed President dismissed Abdrahmanov from the post of Deputy chairman of the Cabinet of Ministers due to his transfer to another job. Appointing Begliyev to this position, the head of state dismissed him from the position of adviser of the President of Turkmenistan on oil and gas issues.
Newly appointed vice-premier expressing sincere gratitude to the esteemed President for the trust, he assured that he will spare no effort to successfully fulfill the important tasks facing the fuel and energy sector.
Signing the relevant documents, the esteemed President noted that the oil and gas industry is one of the most important sectors of the economy and drew attention to the important tasks ahead of it. To attract foreign companies to carry out the necessary activities to ensure the safe supply of natural gas to domestic and foreign consumers, to further strengthen the industrial development of the Galkynysh gas field, and to provide research and development activities in the Caspian Sea region were listed among the tasks.
The Turkmenistan-Afghanistan-Pakistan-India gas pipeline construction should also be kept in focus, the head of state emphasized, and noted that it is important to carry out relevant works in the fields that are being developed in order to increase the amount of oil produced.
The importance of carrying out the necessary works to increase the production capacities of the complex of oil refineries in Turkmenbashi and the oil refinery in Seydi, as well as to continue the work on the creation of new high-quality technological productions in these enterprises was emphasized.
The esteemed President said that the exploration and testing of promising layers of hydrocarbon resources, as well as geological research and exploration of mineral resources, building materials and underground water should be continued at a high pace. It was also noted the importance of continuously improving the professional level of experts in the oil and gas industry, introducing digital technologies, and paying special attention to issues aimed at reducing the harmful effects of the oil and gas industry on the environment and human health, and gave relevant instructions in this field.
Then the Esteemed President gave the floor to Cabinet Deputy Chairman Purchekov. The Vice-Premier reported on the results of the construction, industrial and energy complexes, "Turkmenhimiya" State Concern, the State Agency for Managing the Construction of Motorways, and the Ashgabat City khyakimlik in January-December 2022. It was also said that an investment program for 2023 was developed and prepared on the instructions of the Turkmen leader. In this regard, the Vice-Premier presented the draft Resolution "On Approval of the Investment Program of Turkmenistan for 2023" to the consideration of the Esteemed President.
After listening to the report, the Esteemed President dismissed Purchekov from his position due to his transfer to another job. The Esteemed President appointed Annamammedov as Cabinet Deputy Chairman for construction issues and dismissed him from the post of Minister of Industry and Construction Production. Expressing his sincerest gratitude for the trust, the newly appointed head assured that he will work hard to successfully fulfill the tasks set before him.
Wishing Annamammedov success in his new position, the Esteemed President signed the relevant decrees and set specific tasks for the vice-premier. In accordance with the energy policy of the country, the Esteemed President noted that it is necessary to continue the work on the construction of new power stations, to increase the production of electric energy in order to provide domestic consumers with electric energy, as well as to supply foreign consumers with electric energy.
It is also important to develop "green" energy and build solar power plants. In order to strengthen the production base of the building materials industry, it is important to expand the range of products produced by existing enterprises, as well as to continue work on building new enterprises, the Turkmen leader said.
Noting that the chemical industry is one of the main sectors of the national economy, the Esteemed President emphasized the need to continue work on bringing the existing enterprises of the chemical industry up to project capacity, modernizing them, increasing their capacities, and establishing new enterprises. The construction industry is also one of the main industries. This year, work will continue in the country on the construction of industrial, social and cultural purposes, as well as modern residential buildings with all conditions.
In addition, it is planned to open and put into operation the first phase of Arkadag city of Ahal velayat this year, the Turkmen leader said. Regarding the construction of highways, work is being carried out to develop the system of highways and international traffic corridors in the country. The President of Turkmenistan said that it is important to continue effective work in order to build and improve roads in the country and meet world standards.
Addressing the people gathered, the Turkmen leader informed that the Investment Program project for 2023 has been prepared in order to successfully implement the program of the President of Turkmenistan on the socio-economic development of the country in 2022-2028, as well as the national rural program. According to this Program, the amount of investments from all sources of funding to our national economy is expected to be equal to 37.4 billion manats. Our Esteemed President signed the relevant document approving the investment program for 2023 to the applause of the session participants.
Then the President of Turkmenistan addressed Cabinet Deputy Chairman Atdayev who reported on the results of the 2022 activities of the ministries and departmental management bodies of the trade and textile industry complex, as well as the business system.
Summarizing the report, the Esteemed President emphasized the need to continue work on increasing the capacity of the textile industry, modernizing it, placing and sending new textile products to domestic and foreign markets. It was noted that it is important to continue the work on developing the handicraft industry and increasing the types of manufactured carpet products, creating new patterns, lakes, as well as restoring the ancient and beautiful Turkmen patterns.
Achieving the provision of consumer goods at affordable prices in domestic markets was listed as one of the main tasks. The Turkmen leader said that special attention should be paid to the development of the private sector in the country and noted with satisfaction that today the non-state sector of the country manufactures products that replace imported goods and that are aimed at export. The further stable development of the national economy depends on the activation of the private sector, the Esteemed President said, and instructed to continue work on expanding the private sector's work in all sectors of the economy.
Then the President of Turkmenistan gave the floor to the Director General of Transport and Communications Agency under the Cabinet of Ministers Chakiyev. Chakiev reported on the results of the work carried out in the structures under his control in 2022. It was also said that the Turkmen-Azerbaijani, Turkmen-Uzbek, Turkmen-Kazakh and Turkmen-Russian working commissions for the development of cooperation in the field of logistics were created, and several meetings were held within them.
Listening to the report, the Esteemed President pointed out that expansion of transit routes, increasing the volume and quality of passenger and cargo transportation, development of services in all types of transport and communication are among the most important tasks in the development of the transport and communication sector. As mentioned, it is necessary to carry out relevant works on the modernization of the railway system of the country.
In this regard, the head of the agency was instructed to prepare relevant proposals for the construction of electrified railways to increase the carrying capacity of the railway system. The Turkmen leader pointed out the continuation of work on further supplying the fleet of automobile enterprises with modern buses, taxis and various types of trucks, as well as carrying out appropriate work on the introduction of electric vehicles into the automobile system as among the promising plans.
The President of Turkmenistan said that it is important to bring air traffic to the level before restrictions, to open international air traffic on new economically more favorable routes, and to continue work on expanding cargo transportation routes. Also, relevant instructions were given to continue work on increasing the capabilities of the Turkmenbashi International Seaport, to establish work on the construction of various important ships at the "Balkan" shipbuilding and repair plant. A special task was given to modernize the communication system of the country according to the demands of the times.
Then Esteemed President gave the floor to Cabinet Deputy Chairwoman Mammedova. The Vice-Premier reported on the results of the activities of cultural institutions in 2022. During the reporting period, information about the achievements and changes in our country was widely reported on press pages, TV and radio programs and Internet sites. Appropriate work has been carried out to fulfill the tasks arising from the state programs and the Concept of the development of the digital economy. Summing up the report, the Turkmen leader emphasized the importance of continuing the work on the development of national art, carpet weaving, music, thorough study of ancient cultural heritage, preservation and popularization to the world. It was also noted the importance of taking measures to preserve, study, restore historical and cultural monuments and develop domestic and international tourism. The Turkmen leader assigned as one of the most important tasks the increase of the number of works that meet the requirements and praising the country's achievements in the modern cultural centers and theaters built in different parts of the country of the time and gave several instructions to the vice-premier in this regard.
Then the esteemed President addressed deputy chairman of the Cabinet of Ministers Amanepesov. The Vice-Premier reported on the work done in 2022 in the education, science, healthcare and sports sectors under his control. During the reporting period, relevant activities were carried out in terms of improving the quality of education, improving educational programs, and publishing books. In addition, in 2023-2024, the "Plan of events to be held to celebrate the 300th anniversary of the birth of Magtymguly Pyragy, the great thinker and classical poet of the East" was approved.
By the decree of the head of state, the "National Program for making Turkmenistan a tobacco-free country for 2022-2025" and the "Strategy for 2023-2028 to increase preventive measures related to vitamin D in Turkmenistan" were approved. At the expense of the Gurbanguly Berdimuhamedov charitable fund for supporting children in need of guardianship, about 100 sick children were operated on, school nurseries and orphanages were provided with medical supplies. In adddition, during the reporting period, effective work on developing sports and training athletes was carried out. According to the relevant documents, the State Committee on Physical Education and Sports of Turkmenistan was established. The program of preparation of the national teams of the country for the 33rd Summer Olympic and 17th Summer Paralympic Games was approved. Then the vice-premier reported on the decrees "On establishing the International Equestrian Academy named after Aba Annaev" and on appointing its rector, as well as on the issues of the Academy, "On establishing the International Oncology Scientific-Clinical Center", "On establishing the International Pediatric Center" and the draft decisions "on building a Stomatological center".
Then the esteemed President listened to the report and set several important tasks for the leaders of the structures controlled by the Vice-Premier. In particular, it was instructed to proceed to work on creating high conditions for children to receive modern education, to improve the work of educational institutions in order to identify and develop the natural talent, abilities, and skills of the young generation, to carry out systemically, to modernize curricula, programs, and textbooks in accordance with advanced international practice. Our Head of State noted that it is important to pay great attention to regular work on improving the skills of teachers in secondary and higher education schools. In order for the teaching profession to be prestigious and attractive to young people, their salaries should be set at a high level. It was also noted that it is important to carry out relevant work on opening departments of foreign higher education institutions that are needed in our country. Moving on to health care, the head of state instructed to continue the work on successful implementation of the "Health" state program, timely establishment of disease prevention and treatment measures, ensuring availability of high-quality health care services, as well as development of the medical industry. It is also necessary to continue the work on developing sports, expanding the role of mass physical education, and introducing Turkmenistan to the world in high sports.
During the meeting, the head of state signed the decrees "On building the International Pediatric Center", "On building the International Scientific and Clinical Center of Oncology" and "On building the Stomatological Center". The esteemed President also signed the Decree "On establishing the International Equestrian Academy named after Aba Annaev" and the Decision on the issues of the Academy. In accordance with the Decree of the head of state, Bayramdurdyev was appointed the rector of this academy. The esteemed President once again emphasized the importance of the tasks ahead and instructed the Vice-Premier to ensure their proper implementation.
Later, during the meeting, the etseemed President addressed hyakim of ashgabat city Gandymov. The hyakim reported on the results of work on the integrated beautification and development of our capital in 2022, as well as the implementation of a digital system in the work of the Ashgabat hyakimlik and the work of public services.
Then the esteemed President addressed the hyakim of Ahal Velayat Gurbanov. The hyakim gave a report on the results of the work done in 2022 in the Velayat. In accordance with the given instructions, comprehensive work was carried out in all areas of the national economy in the Velayat. Within the implementation of the national rural program, the plan for investment funds was fully implemented. A report was also given on the ongoing seasonal agricultural activities.
Then the esteemed President addressed the hyakim of the Balkan Velayat Atahalliyev. The hyakim reported on the results of the activities carried out in the velayat last year. In accordance with the "National program of the President of Turkmenistan on reforming the living conditions of the population of villages, towns, cities and district centers for the period up to 2028", a report was made on the implementation of the plan for investment funds in 2022.
Then hyakim of Dashoguz Velayat Nazarmyradov reported on the results of the work done last year. As mentioned, relevant measures are being implemented for the successful implementation of the tasks set in the Program of socio-economic development of the country in 2022-2028 of the President of Turkmenistan.
Then the esteemed President addressed hyakim of Lebap Velayat Amangeldiyev. The hyakim reported on the results of the work done in the past year. In accordance with the "National program of the President of Turkmenistan on reforming the living conditions of the population of villages, towns, cities and district centers for the period up to 2028", the plan for capitalization of investments in 2022 was successfully implemented. In addition, a report was given on seasonal agricultural activities in the velayat.
Then the esteemed President addressed hyakim of Mary Velayat Annaberdiyev. The hyakim reported on the results of the work done in 2022. Within the framework of the implementation of the National Rural Program, facilities for life and production purposes were built and put into use, investments were mastered. Currently, the construction of residential buildings continues according to the plan. All necessary measures are being taken to get a high yield of agricultural crops.
The head of state listened to the reports and drew the attention of the hyakim of Ashgabat city and velayats to the priority areas of work to be carried out. Particular attention was paid to the need to successfully implement the program of socio-economic development of the country of the President of Turkmenistan for 2022-2028, as well as the National Rural Program. Along with this, instructions were given to strictly control the construction of residential buildings, hospitals and other social buildings and facilities in velayats and cities. The esteemed President said that it is necessary to take all necessary measures to provide the population with clean drinking water, electric power and natural gas, to carry out appropriate works, to observe cleanliness and to carry out repair works on time. It was noted that it is important to take the necessary measures in order to successfully implement the tasks set in the "Program of socio-economic development of our country in 2023", "Investment Program of Turkmenistan for 2023". Those programs were approved by relevant decrees at today's extended meeting of the Cabinet of Ministers.
The esteemed President instructed the khyakims of the velayats to pay attention to issues related to the care of wheat and the organization of future cotton planting in accordance with agro technical standards. Noting that it is important to carry out the measures for planting vegetables, gourds and other agricultural crops in a timely manner, our Head of State gave relevant instructions in this regard.
Then the esteemed President spoke to the deputy chairman of the Cabinet of Ministers Yazmyradov. The Vice Premier reported on the results of work carried out in 2022 in the sectors under his control, as well as the implementation of reforms in agriculture and seasonal work. The Vice-Premier said that at present, 690,000 hectares of wheat fields are being fed with mineral fertilizers. In order to improve the country's water supply and to ensure the normal flow of water in rivers and irrigation canals, the State Committee on Water Management is conducting relevant activities together with provincial authorities. In order to develop sericulture in the country and increase the amount of silk produced, a draft decision was submitted for the consideration of the head of state.
After listening to the report, the esteemed President signed the decree "On the production of cocoon in 2023". Addressing Vice-Premier Yazmyradov, the head of state instructed that the agricultural sector continuing work on increasing the production of agricultural products, goods and raw materials, providing the population with food products, creating an abundance of food, and increasing the supply of raw materials for the processing industry and emphasized that it is neccessary. The esteemed President said that in agriculture and horticulture, work should be continued on the cultivation of varieties of high-yielding crops and orchards, and instructed to take necessary measures to develop sericulture and produce high-quality silkworms. In order to develop the livestock sector in the country, it is important to continue the work on the use of advanced methods used in livestock and the introduction of innovative technologies, the head of state said. The head of state paid special attention to the need to strictly control the efficient use of water resources and ordered the implementation of work on the creation of additional water reserves. The esteemed President also stated that it is important to urgently carry out relevant works on the construction of water purification facilities in the Caspian Sea and gave specific instructions to the Vice-Premier in this regard. In the course of the meeting, instructions were given to control seasonal agricultural work in the regions of the country within the specified time and with high quality. The head of state said that compliance with agro-technical standards is a strict requirement.
Then the esteemed President spoke to the deputy chairman of the Cabinet of Ministers, Minister of Foreign Affairs Meredov. The Vice-Premier reported on the results of the work carried out by the Ministry last year. During the reporting period, continuous work was carried out in order to implement the Concept of Foreign Policy of Neutral Turkmenistan for 2022-2028 and to solve the tasks set before it. Work on the implementation of the "Program of Development of Foreign Economic Activity of Turkmenistan for 2020-2025" and the "Foreign Trade Strategy of Turkmenistan for 2021-2030" and other relevant documents were carried out regularly.
Listening to the report, the esteemed President noted the importance of further implementation of the foreign policy based on good neighborliness, equal and mutually beneficial cooperation. Along with this, it was said that it is necessary to continue work on strengthening peace and security on Earth. Continuing his speech, the head of state emphasized the importance of strengthening relations with the countries of the world in trade-economic, cultural-humanitarian and scientific-educational spheres, as well as developing cooperation with prestigious international and regional organizations. Then the Deputy Chairman of the Cabinet of Ministers, the Minister of Foreign Affairs emphasized the importance of the decisions adopted by the Head of State and the documents signed by the Head of State in this comprehensive session of the Cabinet of Ministers. These documents are aimed at increasing the prosperity of Turkmen people for the further comprehensive development of our country. As the Vice-Premier pointed out, the basis of the foreign policy strategy implemented by neutral Turkmenistan is the peace-loving, good-neighborly and humanitarian principles specific to the Turkmen people. This is evidenced by the humanitarian aid sent to the fraternal people of the Republic of Turkiye, who suffered from a strong earthquake, on the instructions of the esteemed President. Deep words of condolences were expressed to the friendly country's leaders and people. The visit of the national leader of the Turkmen people, the chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov, to the Embassy of the Republic of Turkiye in Ashgabat this week was a clear demonstration of the strength of friendship, brotherhood and mutual support that strengthens intergovernmental relations. As mentioned, children are among the victims of natural disasters. Taking into account this situation, on the initiative of our Hero Arkadag, appropriate work is being carried out on behalf of the women and at the expense of Gurbanguly Berdimuhamedov charitable fund for supporting children in need of guardianship. In this regard, the Vice-Premier expressed his sincere appreciation to the esteemed President and the National Leader of the Turkmen people for their efforts to strengthen the ancient noble traditions of the Turkmen society.
The esteemed President noted that the tradition of supporting other peoples in difficult times has been passed down from generation to generation in the Turkmen people for centuries. Following the principles of humanitarianism, benevolence and mutual support ingrained in the blood of Turkmen people, Turkmenistan sent humanitarian aid to the fraternal people after receiving the news about the natural disaster that caused many casualties and great destruction in Turkiye. He said that we are connected with the Turkish people by our historical roots, cultural and spiritual values.
Noting that the natural disaster that happened in the Republic of Turkiye is a sad event for everyone, the esteemed President said that following the virtues of mercy, humanitarianism and always helping each other of the Turkmen people, humanitarian aid will be continued if necessary to this fraternal country.
Then the eseemed President addressed Mammedova, chairwoman of the Mejlis of Turkmenistan. Mammedova gave information about the results of the work of the parliament in 2022. As mentioned, relevant work was carried out on the legislative provision of the large-scale programs implemented in the country in 2022, the continuous improvement and modernization of the national legislation. During the reporting period, 5 meetings of the Mejlis were held, in which 52 laws of Turkmenistan and 31 decisions of the Mejlis were adopted. It was also informed about the preparations for the elections of the deputies of the National Parliament.
The esteemed President emphasized the importance of taking necessary measures to hold the elections of Mejlis deputies at a high level in March of this year.
Then the esteemed President of Turkmenistan addressed the participants of the metting and said that at the beginning of last year, the competition was announced to determine the etraps and cities with etrap rights that achieved the highest results in terms of social, economic and cultural indicators in the velayats. Noting that the special team under the leadership of the Trade Unions recently collected the results of this competition, the head of state gave the floor Durdyev, the head of the National Center of Trade Unions, to report.
As mentioned, in accordance with the order signed by the esteemed President, relevant activities were carried out in the order approved by this group. During the extended meeting of the Cabinet of Ministers, the head of state addressed the participants and said that, as a result of the hard work of the people, great achievements were made in the year "People's epoch with Arkadag", and almost all the plans set last year were implemented. The esteemed President said with satisfaction that we have maintained the high growth rate of the national economy and noted with satisfaction that the growth of the GDP was 6.2 percent. In particular, this index was 6.3 percent in industry, 8.9 percent in trade, and 5.7 percent in agriculture. Investments increased by 14.2 percent, and exports of products increased by 43.6 percent compared to the previous year.During the reporting period, 4,000 new jobs were created. New steps have been taken to increase the potential and competitiveness of the country. Last year, at the expense of all sources of funding, 76 industrial and socio-cultural facilities were put into use, able-bodied farmers got a bountiful harvest last year and ensured the country's food security and it was emphasized that the construction of new settlements with all supply systems is ongoing in accordance with the National rural Program. Last year, more than 1.5 million square meters of residential buildings were commissioned. As a result, thousands of families, including low-income families, celebrated their house moving. Fundamental reforms are being carried out in the field of science, numerous kindergartens, new higher education schools, health care, cultural and sports facilities are being built.We are continuing to restructure the economy with the transition to market relations, and in this regard, we are aiming to significantly improve the role of private ownership. The esteemed President said with satisfaction that the obstacles and limitations in the way of private property and business development are removed, as a result, the state's participation in the economy is reduced. Along with this, it was noted that a good state budget was adopted for this year, wages, pensions and state benefits were increased again.
The prestige of the neutral state in the international space is constantly increasing. For Turkmenistan, the year 2022 was celebrated with the 30th anniversary of its membership in the United Nations. The head of state said that our country's cooperation with this organization was strategic from the beginning. The esteemed President emphasized that the declaration of the year "2023 International Year of Dialogue as a Guarantee of Peace" and "Central Asia as a Zone of Peace, Trust and Cooperation", as well as the 2025 "Peace and trust” is a success of our diplomacy. Turkmenistan effectively cooperates with other major international and regional organizations and structures. Last year, cooperation in Central Asia and the Caspian region was given great importance. Strengthening of regional relations in all areas of cooperation in our countries, harmonious development, unification of efforts in the interests of strengthening the position of the region in the international space was the goal of the high-level meetings. Constantly expanding various forms of cooperation with the countries of the world and international organizations, Turkmenistan is implementing multilateral diplomacy in practice in its foreign policy strategy. attaches great importance .In 2022, with the initiative of our hero Arkadag, the parliamentary diplomacy of the country became particularly active. This is an integral part of the activities of the authorities to protect national interests, develop international cooperation and legal order. As the head of state pointed out, the task of governing our country will fall on the shoulders of young generations in the future. For this, true patriotism, quality education and dedicated work are required from them to achieve their goals. The young generation should take a decisive role in the development of Turkmenistan and become the driving force of development! Continuing his speech, the esteemed President said that a very large program was adopted for this year, and significant investments in the amount of 37 billion 400 million manats are expected to be made in the country's economy in 2023 at the expense of all sources of financing. It is planned to invest 20 billion 800 million manats in the construction of production facilities. This is 55.6 percent of the total amount of investments in the country. 16 billion 600 million manats are planned to be invested in the construction of residential facilities. This is 44.4 percent of the total amount of investments.
Speaking about this, the head of state said that 1 million 58.5 thousand square meters of housing will be put into use this year at the expense of all sources of financing. In order to improve the living conditions of the population, within the framework of the implementation of the Investment Program of the country, the construction of many facilities and buildings will be initiated in the velayats and the capital. The head of state mentioned as an example that it is planned to start construction of 160-seat International Pediatric Center, Stomatology Center, 500-seat International Oncology Scientific-Clinical Center and 4000-seat Culture Center in Ashgabat. It is also planned to complete the construction of several buildings and facilities.
In the city of Ashgabat, it is planned to put into operation a complex of buildings of the State Service Academy under the President of Turkmenistan, 23 residential houses in the Parahat-7 complex, and a drinking water treatment plant with a capacity of 150 thousand cubic meters. In addition, the esteeemed President said that we will commission the first stage of the new, modern administration center of Ahal Velayat - Arkadag city, which is one of the largest projects in the region, new villages within the Kopetdag and Ovadandepe gengeshliks of Gökdepe etrap, as well as modern stables for 600 Akhalteke horses.
Continuing his speech, the head of state said that this year the "Ahal-Balkan" and "Balkan-Dashoguz" high-voltage overhead transmission lines, the Tejen-Mary section of the "Ashgabat-Turkmenabat" high-speed highway, 15 secondary schools and 3 kindergartens will be commissioned and said that in order to improve the living conditions of the population, significant funds will be spent on the construction of highways, communication, water, gas and electricity supply systems, as well as water and sewage treatment facilities.As the esteemed President noted, this year we should start investing large amounts of money in several priority areas, allocate billions of manats for technological modernization in key sectors, improve the management structure of our economy, and continue to train new young professionals. Speaking about this, the head of state said that several international events will be held this year, delegations led by heads of state from other countries will be received, and several international conferences will be held.
Our program for this year includes many activities. We need new projects, new ideas and management solutions to successfully develop our homeland. The head of state said that I strongly believe that we will achieve the new goals set for 2023 by working hard together with our people.
