Addressing the participants of the meeting, Gurbanguly Berdimuhamedov noticed that on January 11 a joint meeting of the chambers of the Milli Gengesh of Turkmenistan was held. Proposals to establish the highest representative body of people's power – Halk Maslahaty of Turkmenistan were fully supported.
Gurbanguly Berdimuhamedov said that in order to develop a better level in the parliament, it is planned to create a new legal system, that is, Halk Maslahaty of Turkmenistan, which will represent Turkmenistan, society, and regions, including the representation of our wise elders and our youth, who are the future of the country. In this regard, Gurbanguly Berdimuhamedov noted that aimed to discuss the issues of turning the bicameral Milli Gengesh of Turkmenistan into a unicameral Mejlis of Turkmenistan, develop relevant proposals and adopt concrete solutions.
Continuing the speech, Gurbanguly Berdimuhamedov said that the drafts of the Constitutional Laws of Turkmenistan "On Amendments and Additions to the Constitution of Turkmenistan" and "On Halk Maslahaty of Turkmenistan" have been prepared by the Constitutional Group.
Gurbanguly Berdimuhamedov said that it is proposed to hold a joint meeting of the Halk MAslahaty of the Milli Gengesh of Turkmenistan and the Mejlis during the break in order for the members of the Milli Gengesh to adopt and approve these laws in accordance with the customs of the session of Halk maslahaty of the Milli Gengesh of Turkmenistan and the Mejlis.
A joint meeting of the chambers of the Milli Gengesh took place at the moment when a break was announced. The discussion of draft constitutional laws was included in the agenda of the meeting. On the basis of proposals for the creation of the halk MAslahaty of Turkmenistan, the termination of the work of the Chamber of Halk Maslahaty of Milli Gengesh of Turkmenistan, and the establishment of the single-chamber Mejlis of Turkmenistan, the draft Constitutional Law of Turkmenistan on amendments and additions to the Constitution of Turkmenistan was prepared by the constitutional group.
Then the draft of the constitutional law of Turkmenistan on halk MAslahaty of Turkmenistan was presented to the participants of the meeting. During the joint session, the parliament's deputies unanimously voted for the adoption of constitutional laws. Members of the halk Maslahaty approved them. Then all 3 draft laws were sent to the consideration of the President. The participants of the session supported the proposal to elect our hero Arkadag to the post of Chairman of halk Maslahaty of Turkmenistan.

Gurbanguly Berdimuhamedov gave the floor to Mammedova, the Chairperson of the Mejlis of the Milli Gengesh of Turkmenistan, to report on the results of the activities.
As was mentioned, the constitutional laws of Turkmenistan on the introduction of amendments and additions to the constitution of Turkmenistan on the Halk Maslahaty of Turkmenistan, adopted and approved during the meeting, were sent to the esteemed President for consideration. The head of state supported and signed these constitutional laws. In accordance with Part 1, Article 3 of the adopted Constitution of Turkmenistan on the Halk Maslahaty of Turkmenistan, the Chairman of the Halk Maslahaty of Turkmenistan is appointed by the President of Turkmenistan.
In accordance with the relevant decree of the President of Turkmenistan, Gurbanguly Mälikgulyevich Berdimuhamedov, the hero of Turkmenistan, the honored elder of Turkmenistan, the Arkadag of the people, the national leader of the Turkmen people, was appointed the chairman of the Halk Maslahaty of Turkmenistan.
Also It was proposed to specify National Leader status to Gurbanguly Berdimuhamedow by law. In this regard, taking into account the needs of the people, the draft of the constitutional law of Turkmenistan on the national leader of the Turkmen people was developed and discussed, and the constitutional law of Turkmenistan on the national leader of the Turkmen people was adopted and approved and submitted to the consideration by the esteemed President.
Noting that the esteemed President supported the will of the people and signed this constitutional law, Mammedova heartily congratulated our Hero Arkadag on the high rank of the national leader of the Turkmen people.
Gurbanguly Berdimuhamedov informed that the esteemed President signed and approved the constitutional laws adopted in this meeting, and emphasizing that the adoption of these laws assigned him a very responsible position, mounted the rostrum and made a speech to express the words of gratitude.
Expressing great confidence, Gurbanguly Berdimuhamedov thanked everyone for being elected as the National Leader of Turkmenistan, the Chairman of the Halk Maslahaty of Turkmenistan, and wished great success in his work for the development of our Independent and Eternally Neutral Motherland, and ended his speech with the slogan "Long Live, Independent and Eternally Neutral Turkmenistan".
