Chairman of the Halk Maslakhaty – on parliamentary diplomacy and common tracks of Turkmenistan and the Russian Federation


Chairman of the Halk Maslakhaty of the Milli Gengesh of Turkmenistan, Gurbanguly Berdimuhamedov, who is in Moscow on an official visit, spoke at the 532nd meeting of the Federation Council on Wednesday.
Gurbanguly Berdimuhamedov conveyed the greetings of President of Turkmenistan Serdar Berdimuhamedov. “He highly appreciates the unwavering commitment to developing and strengthening bilateral ties,” said the head of the upper house of the Turkmen parliament.
Gurbanguly Berdimuhamedov believes that, in general, parliamentary diplomacy is called upon to make a contribution and give a positive impetus to the entire global political agenda and prevent the erosion of internationally recognized legal norms, provisions of the UN Charter, basic treaties and conventions.

“Populism, the pursuit of short-term political gains, or blind imitation has never benefited either the state or society in the long run,” said the speaker of the Turkmen parliament. Instead, he noted, “one should not shut oneself off from really useful practices and experience of international parliamentarism and lawmaking, but take from them the best and confirmed by life.”
Among the important areas of the strategic partnership between Turkmenistan and Russia, the chairman of the Halk Maslakhaty named trade and economic cooperation. In this context, he noted the positive dynamics of the growth of bilateral trade, the expansion of export-import operations and the implementation of large-scale and long-term economic projects.
Among the main areas of joint efforts, Gurbanguly Berdimuhamedov singled out energy, transport, high technology, industry, trade, and agriculture. In these other and other sectors of the economy, a lot of work is being done today to create new production capacities in Turkmenistan, develop infrastructure, and innovative growth of various industries.
“We have always advocated strengthening trade and economic ties between Turkmenistan and the Russian Federation, giving a new quality to these relations, bringing them to the level of a multifunctional economic partnership, where investment, financial, technological components would play a key role,” the speaker said.

According to Gurbanguly Berdimuhamedov, the parliamentarians of the two countries should contribute to the solution of these tasks. This is the adoption of new laws regulating modern economic relations, it is reasonable and balanced harmonization of national legislation, ratification of bilateral economic agreements.
Referring to the cultural and humanitarian ties between the peoples of the two countries, the head of the Halk Maslakhaty noted their deep history, common civilizational roots, worldviews, traditions and customs: “It is through culture, art, science and education that we can enrich the content of our partnership.”
Gurbanguly Berdimuhamedov emphasized the high respect for the Russian language, literature, cultural and spiritual values of the Russian people in Turkmenistan: “There are dozens of schools teaching in Russian in the country today, and the only one of its kind Turkmen-Russian school named after Alexander Sergeevich Pushkin, Russian language is taught in all secondary general education and higher educational institutions of the country. We are working on the design and construction of the Russian Drama Theater in Ashgabat, discussing issues related to the creation of the Turkmen-Russian University.”
The head of the Halk Maslakhaty proposed to consider the possibility of close inter-parliamentary cooperation on the cultural and humanitarian track, the content of which can be outlined in a medium-term comprehensive program.
