Energy of New Era: Prospects for Domestic and Regional Development


The XXVII International Conference "Oil and Gas of Turkmenistan – 2022", held in Ashgabat from October 26 to 28, has completed its work. At the forum, the participants held constructive and fruitful discussions, and a rich program covered the entire spectrum of priority issues of the economy, investment cooperation, ecology and international relations.
The energy topics discussed at the Ashgabat conference are of fundamental importance for the implementation of the tasks set in the State Program of the President of Turkmenistan for the socio-economic development of the country for 2022-2028.
Many participants in their speeches noted that the energy policy of Turkmenistan is aimed at the comprehensive and integrated development of the fuel and energy industry, diversification and dynamic integration into the global energy system.

Muhammetgeldy Serdarov, Minister of Finance and Economy of Turkmenistan, also touched upon this topic in his speech. In particular, he noted that energy, being one of the priority sectors of the Turkmen economy, occupies an important place both in the country's gross domestic product (GDP) and in Turkmenistan's exports (almost 80%). All this became possible thanks to the phased implementation of large-scale projects in the country aimed at developing the production potential of enterprises in the fuel and energy complex and increasing the production, processing and export of energy resources.
Speakers at the forum sessions stressed that the projects for the construction of oil and gas pipelines, exploration and development of new oil and gas fields, as well as the creation of related infrastructure and services have made Turkmenistan one of the leading energy powers.

Favorable conditions are being created in the country for domestic and foreign investments in projects for the development and production of raw materials, the development of hydrocarbon reserves, the construction of main pipelines and transport communications, and the development of energy systems.
A large contribution to the regional and international economy will be made by the implementation of the largest gas pipeline project "Turkmenistan – Afghanistan – Pakistan – India" (TAPI). The length of the highway is more than 1,800 kilometers, and the construction work of the Turkmen “branch” of TAPI has already been completed in full. The commissioning of a new gas "artery" will allow in the future to meet the region's demand for natural gas and improve the social infrastructure of many countries along the route.
Broad and interested interaction in the energy sector is a key factor in the stable and progressive course of world processes in the 21st century, and in this regard, the development of fundamentally new models of interaction designed to turn the multilateral energy dialogue into a driving force for the development of the modern world is one of the topical issues. that are on the agenda today, noted the experts who spoke at the Ashgabat conference.

Ensuring comprehensive and indivisible energy security, covering the sphere of energy production, transportation and final consumption is one of the priority tasks. It is this integrated approach that underlies the energy policy of Turkmenistan, determines the content and direction of the country's proposals and practical actions in this area.
Communication on this topic at various international platforms, including within the UN, is becoming more and more substantive. In particular, at the last 77th session of the UN General Assembly, Turkmenistan proposed to accelerate work on the implementation of a project to establish an open-ended International Expert Group to develop modern international legal instruments of the United Nations to regulate sustainable and reliable energy transit.
There was also a proposal to develop, under the auspices of the UN, a global strategy for the development of low-carbon energy and to prepare an international "Roadmap" for the development of hydrogen energy, which is called the energy of a new era. It combines the development of traditional and renewable energy.
In recent years, Turkmenistan has adopted the National Strategy for the Development of Renewable Energy until 2030 and the new Law of Turkmenistan “On Renewable Energy Sources”. The possibility and necessity of joining the Global Methane Initiative is also being studied.
