As reported on the website of the Ministry of Foreign Affairs of Turkmenistan, "In order to improve and maintain on a systematic basis the rules of stay of citizens of Turkmenistan in the Republic of Turkey, the Turkmen side appealed to the State of the Republic of Turkey with a request to introduce a temporary regime of visas of various categories for citizens of Turkmenistan."
