A two-day online seminar on international experience and best practices of OSCE participating States on the accession and implementation of the CEIA Convention was held in Ashgabat on May 30-31.

The CEIA Convention is an abbreviated name for the Convention on Environmental Impact Assessment in a Transboundary Context. This international agreement was initiated by the United Nations Economic Commission for Europe and signed in Espoo (Finland) in 1991, entered into force in 1997.

According to the Convention, the environmental impact assessment procedure (including public discussions) of potentially hazardous projects should be carried out not only within the State, but also in neighboring countries that may be affected by the impact of these facilities. Moreover, the evaluation procedure should be carried out at the early stages of planning.

The seminar was attended by representatives of the Ministry of Agriculture and Environmental Protection and other relevant ministries, departments and non-governmental organizations of Turkmenistan.

International experts from Bosnia and Herzegovina, Montenegro and Tajikistan spoke in detail about the technical aspects and procedural requirements of the CEIAConvention, its provisions and practical recommendations for implementation at the national level.

"The CEIA Convention is interlinked with the provisions of the Aarhus Convention and serves as an important tool in achieving good environmental governance and environmental democracy at the national and regional levels," said Rune Castberg, Acting head of the OSCE Center in Ashgabat.
