When forming its approaches to the problem of ensuring universal security, Turkmenistan is based on the fundamental concept of President Gurbanguly Berdimuhamedov about the integrity and indivisibility of this concept, both in the geopolitical sense and in terms of the interconnectedness of its specific aspects.

The essence of this concept was announced at the breakout session "Removing conditions conducive to the spread of terrorism", held on Thursday at a high-level international conference in Tashkent.

Speaking at the online meeting, the rector of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, Jumamurad Gurbangeldiyev, explained that the concept of indivisibility is based on the fact that the security of one country cannot be ensured in the absence of security in the region, on the continent, in the world.

Just as political or military security will not be long-term and full-fledged without ensuring economic, energy, food security, without preventing and neutralizing risks and threats of an environmental, man-made nature, without effective counteraction to international terrorism, organized crime, the proliferation of weapons of mass destruction, and other global calls.

It is well known that terrorism in all its manifestations is the most dangerous threat to all mankind, regardless of the level of development of certain countries and regions. This is evidenced by the events of recent years.

Countering terrorism is of particular relevance when the processes of globalization are accelerating, where one of the main conditions is to ensure the sustainable development of countries and regions in conditions of peace and security.

Terrorist movements are acquiring qualitatively new forms in the context of accelerated technical and technological progress, the development of mass media, methods of transmitting information, which also requires effective countermeasures.

The national legislation of Turkmenistan provides a clear definition and establishes the legal framework in this area. In particular, the Law of Turkmenistan “On Combating Terrorism” defines the legal and organizational framework for countering terrorism, the powers and obligations of authorities, public associations, other organizations, officials, and also establishes guarantees of legal and social protection of citizens in connection with their participation in countering terrorism.

In recent years, the Parliament of the country has adopted the Law on Combating Terrorism, the Law on Counteracting the Legalization of Proceeds from Crime and the Financing of Terrorism. Relevant amendments have been made to laws, by-laws and the Criminal Code on numerous occasions in accordance with the changing situation and the demands of the times.
