Voronkov: Kindness and solidarity are a vaccine against violence


UN Deputy Secretary General Vladimir Voronkov, speaking at the International Conference "Regional Cooperation of the Central Asian Countries in the Implementation of the UN Global Counter-Terrorism Strategy", said that the countries of the region have already assumed great responsibility in preventing the spread of terroristic threats.
He emphasized that the Joint Action Plan is a mechanism through which comprehensive multilateral cooperation can be strengthened in the region.

15 years ago, the UN General Assembly adopted the Global Counter-Terrorism Strategy, and last year, a comprehensive and consensus-based resolution following the 7th review of this strategy. This resolution directs joint efforts in such areas as human rights, the rule of law, interaction with civil society, women's and youth organizations, Voronkov recalled.
As Central Asia enters a new decade of regional counter-terrorism cooperation, the Tashkent Declaration and the updated Plan of Action demonstrate the continued determination of the Central Asian states to fight terrorism in all its forms and manifestations.
“We must redouble our joint efforts to prevent terrorism as Central Asia faces new threats and challenges in this area. Military counterterrorism operations may be a necessity, but they are paid for with irreplaceable loss of life and are very costly,” he said.

According to Voronkov, investments in prevention, prevention of terrorism, are much more effective, since they include the elimination of conditions conducive to terrorism and the suppression of terroristic efforts to radicalize and recruit new members into their ranks.
“It is known that humanity, kindness and solidarity characterize the people and communities of Central Asia. These traits serve as a vaccine against violence,” Voronkov said.
He also noted that it is important to monitor how the threat landscape is changing. The anticipation of terroristic cyberthreats creates an entirely new arena for the fight against terrorism.
