Turkmen higher educational institutions will be prepared for international accreditation


Education as social institute finds presently all new lines which make it not only important factor of progress of the state and society, an impulse for human social mobility, but also an open door into the mankind future. Already today components of the future educational digital ecosystem which will come to the place of education of industrial epoch are formed.
Internationalization of higher education here has a special significance. And Turkmenistan aspires to enter this new ecosystem that together with all mankind to step into the future.
Higher education internationalisation is shown at various levels and carried out as in virtual and physical formats. Today the virtual form of internationalisation became absolutely natural and an integral part of educational process. Digital technologies give the chance to students to receive new knowledge, without crossing the international borders, and university teachers and professors can impart experience and innovative techniques of training, without leaving the higher schools.
The virtual form of internationalisation of education has made skills of foreign language skills a part of process of training. The insufficient knowledge of English language essentially complicates search of the necessary information on the Internet which became the main motive power of internationalisation. Concepts of digital formation carried out in Turkmenistan and perfection of training of foreign languages promote advancement of this form and serve as the catalyst of innovative development and growth of investments into the human capital.
Other form of transboundary mobility in internationalisation of education demands physical crossing of borders. The international programs of exchange of students, based on the reciprocity concept, open possibilities for foreign students to be trained in the international environment in the various educational systems including the most prestigious and famous higher educational schools.
In this plan one of the most large scale programs of the international exchange the program of European union Erasmus + is, which has united variety before existing European programs in the uniform integrated platform to support projects, partnership, events and mobility in the spheres of education, training, youth and sports.
The educational program of the European Union starting in 2014 in which 150 countries-partners participated, integrated three directions of work: educational mobility, cooperation for innovations and an exchange of experience, and also support of educational reforms.
Turkmenistan actively participated in the first program designated for the period till 2020. In the country the national office co-ordinating process of realisation of projects of the program in which frameworks students and teachers of Turkmen higher education schools had possibility to go to the EU countries for visiting higher education schools of the countries-partners or participation in the international seminars had been created.
So, in March, past year they took part in the EU seminar «Erasmus +» in France. Close interaction was carried out within the limits of the project «higher education modernization in the countries of Central Asia by means of new technologies» (HiEdTec), aimed at creation of steady academic network for exchange of experience and advanced practice in the field of innovative educational technologies and didactic models.
This year realisation of new program Erasmus + for 2021-2027 which, predictably, will be more open, transparent, universal and international begins. Under messages of mass-media, 83 % of the program budget will be directed to education and training, 10, 3 % - for work with youth, 1, 9 % - to sports.
Program Erasmus + aspires to modernise and develop education, training, youth affairs and sports to raise skills and employment possibility. The new program assumes substantial growth of investments into development of human potential. Its overall objectives is maintenance of mobility and inclusiveness , elimination of all economic, social and cultural barriers, including for people with the limited possibilities.
Erasmus Charter for Higher Education (ECHE) establishes basic principles and the minimal requirements to which there should correspond higher educational institutions at application and performance of actions within the limits of Program Erasmus +.
Reception of ECHE for 2021-2027 is an entrance ticket for all higher educational institutions in new program Erasmus + irrespective of, whether you are operating owner of ECHE or a new applicant. Signing ECHE, the high school confirms that its participation in Erasmus + is a part of its strategy of modernisation and internationalisation. This strategy recognises a key contribution of mobility of students and employees and participation in projects of transnational cooperation in quality of programs of higher education and experience of students.
Following the principle «Education has no borders», Turkmenistan undertakes also other steps directed to internationalisation of higher education through cooperation with the United Nations Educational, Scientific and Cultural Organization and also the famous scientific-education centres of Asia, Europe, America.
The policy of integration held by the country in world educational space is to send Turkmen students for training to leading world higher education schools, participation of youth in the international intellectual and creative competitions, development of direct partner communications between high schools of the country and the states of near and far abroad.
Here many other forms of international cooperation in the education sphere, international forums, in particular, concerning integration of national educational systems of Central Asian region into uniform educational space on the basis of the Bologna Process and many others enter.
In this plan the ambitious task put by the country has a special value - to achieve inclusion of domestic higher education schools in the list of prestigious higher educational institutions of the international level. The decision of this task will allow expanding considerably frameworks of internationalisation of national system of high schools, their student's and the faculty.
For its solution the special commission which, having studied all criteria defined by the international organisations for introduction of establishments of education in the given list has been created, has prepared the Plan of actions on inclusion till 2024 of higher education schools of the country in the list of higher educational institutions of international level.
According to this document, higher education schools should receive the international accreditation, to adjust the international academic activity of students and the faculty, and, on the basis of achievements of world science and gained national experience, to introduce in educational and scientific activity innovative methods.
