International Day of Education, celebrated on January 24, proclaimed by the UN General Assembly Resolution of December 3, 2018, recognizing the importance of education for achieving the Sustainable Development Goal 4, seeks, inter alia, to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all. UN Secretary-General Antonio Guterres noted that achieving Goal 4 will require more additional efforts from the world community. The Universal Declaration of Human Rights enshrines the right of every person to education. And the 1989 Convention on the Rights of the Child contains a provision on the commitment of states to ensure that higher education is accessible to all. The third International Day of Education is celebrated during the COVID-19 pandemic, which has caused massive disruptions in the educational process around the world. In this regard, the importance of intensifying international cooperation in this area is increasing. On the occasion of International Day of Education, UNESCO launched a global campaign “The Planet Learns”, which aims to stimulate innovative ideas, fulfill the potential of each learner. The celebration will also highlight the “heroes” who supported education in difficult times, showcase innovative technologies for more sustainable and inclusive education systems. One of the target points of the state policy in Turkmenistan is to stimulate development of the education system capable of forming a national innovation infrastructure and providing a sustainable technological economic growth, significantly contributing to the improvement of the nation’s human capital. More than 66% of the total number of general education schools in the country is located in rural areas, and about 34% - in cities. The state creates conditions for citizens with disabilities who have physical or mental development problems to be educated in general institutions (inclusive education). There are 17 boarding schools for this category of children throughout the country. The economic development of the country contributes to an unprecedented expansion of the scope of demand for various professions. Consequently, new educational institutions are established which are aimed at training professionals in demand on the labor market.
