Online conference on the digitalization of the economy of Turkmenistan
"Turkmensvyaz" (TurkmenCommunications) Agency carries out an important part of the work to promote digitalization and ensure the functioning of intelligent networks, including the development of legislative support for the regulation and expansion of the national network space, the range of Internet services.
According to the relevant decree of the President of Turkmenistan, the Agency "Turkmensvyaz", being an authorized body, organized an online conference of the working group of the Intersectoral Commission for the Development of the Digital Economy in Turkmenistan. This conference was the second meeting of the working group.
The videoconference was attended by 53 participants - they are representatives of ministries, departments, regional administrations, banks, institutions and enterprises, specialists from the created IT platforms, as well as private entrepreneurs.
The agenda of the meeting includes issues of making changes and additions to the Regulations and composition of the Intersectoral Commission for the Development of the Digital Economy in Turkmenistan were discussed. During the meeting, proposals were made to optimize the composition of the commission in order to speed up the process of considering and agreeing on the proposed digitalization projects.
Also, the Turkmensvyaz Agency presented to the attention of the participants a draft of the Unified Identification and Authentication System (ESIA). According to the Deputy Chairman of the Agency Nurmyrat Rejepov, the ESIA is an information system that will provide authorized access to information contained in state and other information systems.
The operator of the system is planned to appoint the Agency "Turkmensvyaz". Conventionally, the ESIA can be called an "electronic passport" of a citizen of Turkmenistan. With its help, authorization takes place on the website e.gov.tm - the Single portal of state services of Turkmenistan. According to the project, to obtain an ESIA account, you will need to verify your identity using your passport data, TIN and SNILS.
Also, Rejepov presented the draft of the System of Interdepartmental Electronic Interaction (SMEV) - an information system that will allow the central, regional and local authorities of the country, credit institutions and other SMEV participants to exchange data necessary to provide public services to citizens and organizations in electronic form.
The participants of the online meeting noted the need to study and master best practices, focusing on creating a digital model based not only on the import of ready-made solutions, but also on its own scientific and technological potential. In this context, the importance of carrying out work on strengthening the material and technical base and training specialized specialists, improving their qualifications was noted.
More detailed proposals of the participants on the submitted projects will be considered at the next meeting of the working group.
