How the social service of Turkmenistan is developing: inclusive and personnel

Turkmenistan, together with UN agencies, is implementing the Program “Improving the social protection system by introducing inclusive quality social services at the local level”. The developed social protection system focuses on targeted assistance and is intended to provide services for people with disabilities and chronic diseases who need home care and rehabilitation, for children left without parental care, disadvantaged families, etc.
The main goal of social work is to help those who are currently unable to cope with their problems. But to help in a way, so that in the future this person can independently deal with it. For this, personnel who will implement the program in the regions and in Ashgabat are now being trained. It is planned to work with the Ministry of Education to create a special department or faculty on the basis of the country’s universities, which will educate social workers.
Within the program, social workers will provide basic and special services. Basic services at the local level will include managing each case, including assessing the customer’s situation, planning interventions or reorientation to other services, advice services, etc.
Specialized services are for certain groups of customers, who need professional psychological, pedagogical, medical and other types of assistance, taking into account the specific feature of each case and person, his or her mentality, worldview, environment, etc. This format is recognized as the most effective, as it is based on communication and voluntary participation.
In addition to the main national partner, the Ministry of Labor and Social Protection, the Mejlis of Turkmenistan, the Ministry of Foreign Affairs and the Ministry of Internal Affairs, the Ministry of Health, the Ministry of Finance and Economy, the Ministry of Education, Sports and Youth Policy, the Ministry of Justice, and other state and public organizations are involved in the implementation of the program. The UN partner agencies include UNICEF, UNDP, UNFPA, and UNODC.
