The Centre for Technologies – a platform for exchange of scientific experience


Within the framework of the plan of events on organization of research and explana-tory work in the scientific institutions and high schools of the country, in the Centre for Technologies of the Academy of Sciences of Turkmenistan the scientific practi-cal conference «Main objective of the constitutional reforms- maintenance of well-being of our people» took place. Organised by the Academy of Sciences of Turk-menistan, the forum brought together deputies of the Mejlis of Turkmenistan, re-search workers of some institutes, teachers of high schools and also post-graduate students and applicants.
The building of the Centre for Technologies became a platform for exchange of the advanced scientific experience, discussion of prospects of development of science, polemic on actual research and constitutional issues. At the conference the pappers on the purposes, problems and value of the constitutional reforms and also pro-grams on digitization in the sphere of science of the country were presented.
Deputy of the Mejlis of Turkmenistan, committee-man for international and inter-parliamentary relations Nury Komekov spoke of the role of the constitutional re-forms in the social -public life of Turkmenistan. Having mentioned the theme of a bicameral parliament, he noted that it is the question of not only theory and practice of parliamentary activity, but also the question of constant and continuous devel-opment of democracy during the modern period. In other speeches it was pointed out that the Constitution of the country adopted 25 years ago not only has defined the basic directions of progressive development of Turkmen society, but also has strengthened achievements of science and advanced technologies.
Besides it, in papers of participants aspects of influence of constitutional reforms on development of statehood and the rights, public relations were considered, re-sults of the comparative analysis of world and national experience in issues of de-velopment of parliamentarism in general and a bicameral system in particular were highlighted.
Head of the Department of Textual Study and Cultural Heritage of the Institute of Language, Literature and National Manuscripts named after Mahtumkuli of the Academy of Sciences of Turkmenistan Rahymmammet Kurenov devoted his speech to the cultural heritage, democratic experience of Turkmen people and its development in the present period.
As he said, transition to a qualitatively new, bicameral system, based on historical experience and modern achievements, will certainly stimulate to closer interaction of deputies with voters in places, to the strengthening of control over fulfilment of laws and national programs.
