Turkmenistan will join a number of international environmental agreements
Turkmenistan, being a party to 20 international documents on environment protection, intends to join a number of environmental agreements. These include the Convention on the Conservation of Migratory Species of Wild Animals, which came into force in 1983 (also known as the CMS or Bonn Convention), and the 1999 African-Eurasian Migratory Waterbird Agreement (AEWA), which is valid under the CMS Convention. Turkmenistan is ready to ratify in 2020 the Kigali Amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer, aimed at a consistent reduction in the production and consumption of substances (hydrofluorocarbons in cooling systems) that are harmful to the environment. The amendment became enforceable as of January 1, 2019. According to the report of the World Meteorological Organization and the United Nations Environment Programme, it will provide a possibility to lower the temperature of global warming associated with hydrofluorocarbons from 0.3-0.5°C to less than 0.1°C by 2100. Turkmenistan ratified the Montreal Protocol in 1993, and also accepted all its other amendments. Since 2009, the Law on the Protection of the Ozone Layer has been in force in the country, in which the relevant standards of international law were implemented in 2015. A number of practical steps in this area are also carried out as part of the State Program for the gradual decommissioning of hydrofluorocarbons, aimed at the complete abandonment of the substance from 2040.
