The State Duma of Russia is for zeroing out presidential terms


The State Duma of the Russian Federation adopted in the third, final reading a constitutional amendment bill, which envisages no more than two presidential terms, but the current head of state after the entry into force of the amendment will be able to run for President again, TASS reports. The law also establishes restrictions for senior officials at the level of the Constitution of the Russian Federation, expands the authority of Parliament, and establishes social guarantees and the priority of national law over international agreements. The Constitution was supplemented by a reference to God and the Russian language as the state-forming people language. The law provides for both amendments to the Constitution and regulations concerning the procedure for their entry into force. Also, today the State Duma of Russia at the plenary session supported the amendment on zeroing out presidential terms after the adopting the new Constitution. The vote was held after a meeting with President Vladimir Putin. The amendment says that the proposed bill limit for one and the same person in the form of two presidential terms “does not preclude the person held and (or) holding the office of President of the Russian Federation at the time of amendment entry into force, to participate as a candidate in the presidential elections of the Russian Federation after the inclusion of the specified revision of the Constitution of the Russian Federation on the amendment established the permissible number of terms, regardless of the number of terms, during which the specified person held and (or) is holding this position at the time of this amendment’s entry into force”.
