Fuel and Energy Complex of Turkmenistan: prospects and projects

On May 29th, President Berdimuhamedov held a working meeting with the heads of key departments of the fuel and energy complex of Turkmenistan, at which the main vectors of the further modernization of the country's oil and gas industry were announced. Setting the tasks for the heads of the concerns and other subdivisions of the fuel and energy complex, the Turkmen leader singled out diversification of oil and gas chemical production among the priorities. Increasingly the reorientation of Turkmenistan from the supplier of raw materials to the exporter of goods with high added value is facilitated by the large-scale processing enterprises built and being built today in the country, the equipping and preparation of which was put into operation also at the center of attention of the meeting participants. One of the key reports at the meeting was presented by Deputy Prime Minister M. Meredov. In it, the results of the ninth International Gas Congress of Turkmenistan, which recently took place in the National Tourist Zone "Avaza", were analyzed. This event made it possible to see some trends indicating how the fuel and energy complex of Turkmenistan and the oil and gas chemical market of the Central Asian region as a whole will develop in the future. First of all, the participants of the congress were attracted by the statement about the imminent financial closure of the Turkmenistan-Afghanistan-Pakistan-India (TAPI) project, as well as the completion of the survey work on the route of the gas pipeline by June of this year. Also, the statement of Turkmengaz chairman M. Archayev that Turkmenistan does not stop working on the Trans-Caspian pipeline project, which in the long term may become part of the "Southern Gas Corridor", which involves the transportation of natural gas to the countries of the European Union, did not remain without media attention. In general, the congress showed that Turkmenistan has new prospects in the oil and gas industry, especially in the sphere of diversification of supplies and production of oil and gas chemical products with high added value. The interest of the congress participants was aroused by the report of Kanat Ryskanuly, chairman of the board of directors of the Kazakhstan consulting company KDA International, whose speech allowed many to reconsider their view on the gas market in the region. In his speech, the representative of Kazakhstan touched upon the issue of gasification of some areas of his country, and immediately presented to the public a possible solution to this issue, taking into account the interests of Turkmenistan, Uzbekistan and China. The essence of the proposed investment project is to conduct three gas pipelines from Turkmenistan to China, which will provide the Turkmen side with an additional export of 60 billion cubic meters of gas per year. The first route will allow delivering 15 billion cubic meters of Turkmen gas to the PRC through Uzbekistan and Kazakhstan by increasing the throughput capacity of A and B lines of the main gas pipeline. The second route will ensure the export of Turkmen "blue fuel" to China in the amount of 15 billion cubic meters and 5 billion cubic meters to the south of Kazakhstan. The third route is designed for deliveries of Turkmen gas to China in the amount of 20 billion cubic meters per year and 5 bcm to central and eastern regions of Kazakhstan. As Kanat Ryskanuly noted in an interview to ORIENT, this project is already discussed with all parties the concept. The project even has investors and buyers willing to pay for this colossal amount of gas. Work on the project has been ongoing for three years - it took time to agree on many issues. The final decision on its implementation will be made collectively, with the participation of all interested countries.
