From Strategic Plans to Tangible Results: How China Builds a Framework for Long-Term Development

A country's economic development depends not only on the ambitions it sets but also on its ability to implement them consistently. In an increasingly unpredictable global economy, institutional stability, transparent rules and continuity in strategic decision-making have become particularly important.

These themes are explored in CGTN's special series The Engine of Governance, featuring Wang Xinsong, associate professor at the School of Social Development and Public Policy at Beijing Normal University.

Wang examines how institutional discipline, accountability and effective oversight can help translate China's long-term development priorities into tangible results.

Long-Term Planning and Economic Continuity

China's Five-Year Plans remain an important instrument for coordinating economic and social development.

The 13th and 14th Five-Year Plans established priorities for their respective periods, while the 15th Five-Year Plan, covering 2026–2030, builds on previous experience while addressing emerging challenges.

However, Wang emphasizes that planning alone does not guarantee success. Infrastructure construction takes years, industrial modernization requires sustained investment, and improvements in living standards depend on consistent implementation.

The central challenge is therefore to prevent short-term interests and local priorities from undermining long-term national objectives.

Clear responsibilities, effective supervision and accountability are essential to maintaining policy continuity.

Anti-Corruption as an Economic Governance Mechanism

Wang also highlights the economic importance of combating corruption. According to his analysis, areas involving substantial public resources and decision-making authority are particularly vulnerable. These include finance, energy, state-owned enterprises and public procurement.

Corruption may involve not only direct bribery but also promised future benefits, assets held through nominees and revolving-door relationships between government institutions and private businesses.

Such practices can undermine fair competition and weaken confidence in public administration.

When access to opportunities depends on personal relationships rather than established procedures, the business environment becomes less predictable. From this perspective, anti-corruption efforts are not merely disciplinary measures. They are also part of creating fairer conditions for economic activity.

Their effectiveness, however, depends on consistent enforcement and strong institutions.

A Unified Market and Investment Protection

Another major element of China's governance framework is the development of a unified national market. Reducing local protectionism and establishing consistent rules across regions can help companies compete on more equal terms.

China's 2025 market access negative list identifies sectors subject to restrictions or special requirements. Its broader purpose is to clarify market entry conditions and reduce arbitrary barriers.

For foreign investors, China's Foreign Investment Law establishes a legal framework for protecting investments and legitimate business interests. It also provides for pre-establishment national treatment, subject to a negative list.

Wang stresses that the practical application of these provisions matters as much as their formal existence.

Companies need confidence that administrative decisions will follow the law rather than depend on personal connections. This principle applies to state-owned, privately owned and foreign-invested businesses alike.

The International Relevance of China's Experience

The issues raised in the CGTN analysis are relevant to broader international discussions about economic modernization.

Countries seeking to expand infrastructure, develop industry and attract long-term investment face similar questions about policy continuity, institutional accountability and regulatory predictability.

China's experience offers several areas for comparative analysis: strategic planning, implementation oversight, transparent public procurement, market access rules and investment protection.

However, institutional practices cannot simply be transferred from one country to another. Their effectiveness depends on national legal frameworks, economic structures and administrative capacity.

The broader international lesson lies not necessarily in replicating a particular governance model, but in examining the mechanisms that support consistent economic policies and reduce uncertainty for market participants.

Turning Policy into Results

The central argument presented by Wang is that sustainable development requires more than setting national objectives.

Even well-designed strategies may lose effectiveness when implementation is inconsistent or administrative decisions become unpredictable.

Effective oversight, legal protection and institutional accountability can help reduce uncertainty for both businesses and citizens.

As reported by SSTV+ in its coverage of CGTN's analysis, Wang Xinsong argues that China's ability to achieve long-term development goals depends on translating strategic plans into practical outcomes through institutional discipline, anti-corruption measures and consistent enforcement of the law.
