UNDP facilitates the exchange of experience on judicial digitalization between Turkmenistan and Estonia

The United Nations Development Programme (UNDP), in partnership with the Supreme Court of Turkmenistan, organized a study visit to Estonia from 26 to 30 October 2026. The visit was conducted under the joint UNDP–Supreme Court of Turkmenistan project “Supporting the Digital Transformation of Turkmenistan’s Judicial System” and aimed to explore international experience and modern approaches to judicial digitalization. During the visit, the Turkmen delegation learned about Estonia’s experience in digital justice, the introduction of modern information technologies, and the improvement of judicial operations.
The programme included meetings with representatives of the Supreme Court of Estonia, the Estonian Ministry of Justice and Digital Affairs, judicial bodies, educational institutions and experts. Participants exchanged experiences and discussed modern approaches to the digital transformation of the judicial system, improvements in judicial administration, and greater efficiency in court proceedings.

Attention was given to the practical application of digital solutions, institutional development, improvements to the legal and regulatory framework, and strengthening the professional capacities of judicial personnel. Participants also explored Estonia’s experience in applying innovative technologies and enabling digital interaction between government institutions.
An important part of the visit was the discussion of the draft Roadmap for the Digitalization of Turkmenistan’s Judicial System, developed with UNDP support. The insights and recommendations gained during the visit will help further develop the Roadmap, taking into account national priorities and international best practices.

The digitalization of the judicial system is part of UNDP Turkmenistan’s broader efforts to support the country’s digital transformation, promote innovative solutions and improve the efficiency of public services. UNDP continues to work with national partners to strengthen institutional capacities, advance digital solutions and support the development of more effective, accessible and accountable public institutions.
