Delegation from Turkmenistan’s Education Sector Studies Inclusive Education Practices in Portugal

From October 18 to 24, a delegation from Turkmenistan’s education sector is on a study visit to Lisbon, Portugal. The trip was organized with the support of the United Nations Children’s Fund (UNICEF) as part of the implementation of national reforms aimed at developing an inclusive environment and improving support for children with special needs.
Portugal was chosen for this study visit as it is a recognized international leader in the field of inclusive education. The primary objective of the visit is to examine best practices for transitioning from fragmented, separate forms of support to a unified, integrated system.
The delegation includes M.G. Pirliyeva, Acting Head of the Preschool Education Department at the Ministry of Education; O.B. Alamyshova, Chief Specialist in the General Secondary Education Department; B.O. Mukhammedova, Director of Specialized School No. 74 in Ashgabat; and G.A. Khudaybergenova, Head of Kindergarten No. 111.
During the first days of their visit, the Turkmen specialists toured Portuguese educational centers and schools. They observed how educators, psychologists, and speech therapists collaborate to develop individualized learning programs, adapt infrastructure, and implement inclusive approaches to ensure the full integration of children into society from an early age.
The international experience gained will serve as a practical foundation for a new phase of inclusive education reforms in Turkmenistan, the professional development of educators, and the creation of equal opportunities for every child.
