Three innovation hubs: how China is building a new financial system for high technology

China is strengthening financial support for three major international science and technology innovation hubs — the Beijing-Tianjin-Hebei region, the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area.

The new policy framework is designed to help technology companies obtain financing throughout their development cycle, from research and early-stage prototypes to mass production and international expansion.

A key objective is to create a full financial support chain for innovation. This includes bank lending, venture capital, direct investment, bond financing and other instruments capable of supporting technology-intensive projects.

Such a system is particularly important for young companies working in artificial intelligence, advanced materials, biotechnology, advanced manufacturing and other capital-intensive sectors. Many of these businesses require substantial investment long before they become profitable.

By 2030, authorities aim to increase the role of direct financing for technology companies and make access to capital more efficient. Another priority is cross-border investment. China plans to expand channels for international financing of research and development while making it easier for capital to move between innovative companies, funds and financial institutions.

The three regions already play different but complementary roles in China's technology landscape. Beijing-Tianjin-Hebei is home to major universities, research institutes and companies working on fundamental science and advanced technologies. The Yangtze River Delta, including Shanghai and several major industrial centers, combines a strong manufacturing base with a mature financial system and a high concentration of private enterprises.

The Guangdong-Hong Kong-Macao Greater Bay Area brings together southern China's manufacturing strength, Hong Kong's international financial capabilities and Shenzhen's dense technology ecosystem.

Linking these advantages to a more flexible financial system is expected to accelerate the commercialization of scientific research. For China, this is strategically important. Modern high-tech industries require not only strong research institutions but also financial infrastructure capable of supporting long investment cycles and higher levels of risk.

The goal is therefore not simply to increase lending, but to build a system that can support technology companies throughout their entire life cycle. If fully implemented, the three innovation hubs could become environments where capital, science and industry are more closely connected, allowing new technologies to move more quickly from laboratories into mass-market applications.

According to CCTV+, China aims to establish a more comprehensive financial support system for its international science and technology innovation hubs by 2030 while expanding direct and cross-border financing opportunities for technology companies.
