EU offers Canada unprecedented associate membership status

In a world where trade alliances are being redrawn and old partnerships are showing cracks, the search for new forms of cooperation becomes not a luxury but a necessity. Europe and Canada, united by shared values and interests, are seeking a path to deeper integration that goes beyond traditional trade agreements.

On Wednesday, European Commission President Ursula von der Leyen made an unprecedented proposal, suggesting opening the way for Canada to become the first "associated member" of the European Union (EU). In her annual State of the Union address to the European Parliament in Strasbourg, von der Leyen said the EU and Canada would seek to elevate their relationship from the Comprehensive Economic and Trade Agreement (CETA) to an "Alliance for the Future" covering manufacturing, technology, defence, the Arctic, energy, critical minerals and artificial intelligence (AI).

Insisting that this would not be a partnership against anyone else, she told Canadian Prime Minister Mark Carney, who was present at the speech, that the EU hopes to raise its relations with Canada to the highest possible level. The State of the Union address sets out the Commission President's priorities for the EU for the coming year and is a central element of the four-day plenary session of the European Parliament that opened on Monday.

On the same day, the Canadian Prime Minister's Office published a statement welcoming the European Union's proposal, saying that Canada is committed to deepening and expanding its relations with the EU. The statement described it as a unique and positive approach based on the shared strengths of Canada and Europe. The Prime Minister's Office also mentioned Carney's meeting with senior EU representatives, during which the sides discussed cooperation in areas such as critical minerals, energy, defence and advanced technologies, as well as strengthening strategic autonomy and sovereignty.

Earlier this week, Carney said Canada would begin talks with the EU on a "unique alliance" but ruled out the possibility of joining the EU. The failure of trade talks between Canada and the US in late August, US President Donald Trump's imposition of a 50-percent tariff on some Canadian goods and his repeated statements that Canada would become the 51st US state pushed Canada to seek closer economic and security ties with Europe.

The EU and Canada signed the Comprehensive Economic and Trade Agreement (CETA) in Brussels in October 2016. Parts of the agreement have been applied on a provisional basis since 2017, but its full entry into force requires ratification by the parliaments of EU member states. Currently, 10 of the 27 EU member states have still not ratified it, mainly due to concerns that Canadian agricultural exports could harm local European industry. Carney has been in Europe since Tuesday. He is expected to speak at the European Parliament on Thursday and hold a press conference.

As reported by CCTV+, von der Leyen's proposal marked a landmark moment in EU-Canada relations. Amid trade tensions with the US, Brussels and Ottawa are seeking new formats of partnership that go far beyond economics and cover defence, technology and energy. Carney's upcoming speech at the European Parliament could be an important step towards shaping this "Alliance for the Future."
