US President Donald Trump signed a memorandum to exclude Canadian goods from the federal procurement system
Trade wars rarely benefit anyone, but they expose the fragility of interdependence. When economic integration conflicts with sovereignty, countries seek new paths, even if it comes at a cost.
On Wednesday, the White House press service announced that Trump signed a memorandum directing the Director of the Office of Management and Budget and the US Trade Representative to "identify and take all steps permitted by existing law with respect to goods of Canadian origin in the federal procurement system that, if necessary, may be excluded or unavailable for purchase." The memorandum was signed amid escalating trade tensions between the United States and Canada.
The US imposed 50-percent tariffs on Canadian goods worth about $20 billion, effective August 22, prompting Canada to retaliate with similar tariffs on an equivalent value of American imports, effective September 8.
In a Truth Social post on September 8, Trump said he had ordered Canadian products to be excluded from US government contract lists in response to Canada's retaliatory tariffs. He said he was "directing the GSA (General Services Administration), in coordination with the USTR (US Trade Representative), to take all necessary steps to exclude Canadian-origin products from GSA multiple-award contracts unless Canada restores full and fair reciprocity for American farmers and companies."
Former Canadian Prime Minister Stephen Harper said on Tuesday, in closing remarks at the Canada Investment Summit in Toronto, that he supports the federal government's decision to walk away from trade talks with the United States "to see the trade war begin in earnest," because he believes "our government had no choice but to go down this path."
"The current US administration considers our level of economic integration incompatible with our separate sovereignty. So to preserve that sovereignty, we must seek to reduce our dependence on the United States. These efforts will entail significant costs, but I hope and believe that Canadians are able and willing to bear them," he added.
As reported by CCTV+, the signing of the memorandum marked another step in the escalation of the trade standoff between the US and Canada. Amid mutual tariffs and statements about sovereignty, the sides are seeking new formats for relations, which could lead to a restructuring of supply chains in North America.
