Peace Strategy, AI Code, and Security Council Candidacy—Turkmenistan's Position at the 81st Session of the UN General Assembly


The Ministry of Foreign Affairs of Turkmenistan has announced priority positions of the country at the upcoming 81st session of the UN General Assembly. The Foreign Ministry presented a comprehensive list of practical initiatives that Ashgabat will present at the main international forum.
Turkmenistan's list of proposals and priorities includes the following areas:
The Universal Peace Strategy involves holding interstate consultations under the auspices of the UN to develop a common peacekeeping concept based on the principles of peace, security, and preventive diplomacy.
The Decade of Dialogue and Preventive Diplomacy is an initiative to declare 2027–2037 a decade of confidence-building and conflict prevention under the auspices of the UN.
The Group of Friends of Multilateralism is the creation of a new organization within the UN in support of the sovereign equality of states.
The Academic Center for Peace and Neutrality is the opening of a center at the Department of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan as part of the University of Peace and Neutrality project.
The International Code on Artificial Intelligence (ICAI) is the development, under the auspices of the UN, of a set of rules for the peaceful use of AI in diplomacy and international relations, as well as the holding of an expert dialogue in Ashgabat on digital trust and the responsible use of AI.
Resolution on Preventive Diplomacy – the submission to the UN General Assembly of another draft document on the role of the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA), headquartered in Ashgabat.
Global Atlas of Sustainable Transport Connectivity – the continued development of a comprehensive analytical and information tool as part of the implementation of the UN Decade of Sustainable Transport 2026–2035.
Center for Logistics and Customs Cooperation – the establishment in Turkmenistan of an International Centre under the auspices of the UN to facilitate sustainable trade.
Transregional Transport Corridor – the development of a new route under UN auspices linking South and Central Asia with Europe via the Caspian Sea.
Ashgabat Climate Dialogue – the establishment of a permanent multilateral platform for climate initiatives and the protection of regions suffering from drought and water scarcity.
Energy Forum – consultations on organizing a high-level meeting on "Stable Energy for All."
Year of International Law – a proposal to hold an international forum in Turkmenistan, in preparation for the Year of International Law (2028), dedicated to the relationship between international law, disarmament, neutrality, preventive diplomacy, and sustainable development.
UN Security Council Elections – preparatory work for Turkmenistan's candidacy for non-permanent membership on the UN Security Council for 2031–2032 (along with its ECOSOC term for 2026–2028).
Humanitarian Track – further development of the Central Asian Women's Dialogue and the Central Asian Youth Dialogue within the framework of the UN's global agendas.
