EU convenes emergency meeting over migrant influx in Ceuta (Spain)

The European Union will hold an emergency videoconference on Tuesday to discuss the influx of migrants into Ceuta, the Spanish enclave in North Africa, Italian news agency ANSA reported on Saturday. When hundreds of people storm border fences and bodies become statistics in news bulletins, Europe once again finds itself before the mirror of its own values. Ceuta – a small Spanish enclave on the coast of Africa – has become the epicentre of a migration storm that has exposed old wounds and new contradictions within the European Union.

On one hand, humanitarian duty and solidarity; on the other, fear of mass arrivals and the protection of external borders. And when 22 countries demand coordination while Spain accuses neighbours of selfishness, it becomes clear that migration remains the most painful point of the European project, where shared declarations shatter against national interests.

Irish Prime Minister Micheál Martin, whose country holds the rotating presidency of the EU Council, announced the meeting following an appeal from Spain and an initiative by 22 countries, led by Italy and Denmark, which called for a coordinated European response to the migration crisis. On Saturday, Italy and Denmark led a joint initiative calling for a coordinated European response to recent events at the EU's external border in Ceuta, the Italian government said in a statement.

A letter signed by 22 European heads of state and government was sent to top EU officials, expressing "serious concern" over the situation in Ceuta and stressing the need to prevent uncontrolled illegal border crossings, combat networks trafficking migrants, eliminate all factors that could encourage new illegal entries and ensure a unified and effective European response.

That same day, Spanish Prime Minister Pedro Sánchez also called on the EU to convene an emergency meeting to coordinate a joint response to the recent migration crisis in Ceuta, while also criticising what he called the "selfish" attitude of some member states. Sánchez said that some 50,000 migrants had illegally entered Ceuta, but that Spain had restored border control in less than 48 hours, provided humanitarian aid, returned almost all who had crossed the border illegally and prevented any unauthorised onward movement into continental Europe.

He said these efforts were made possible through close cooperation with Moroccan authorities and the support of other EU member states, while stressing Spain's long-standing migration policy, which, he said, has made the country one of the EU's safest external borders. Sánchez also stated that while most EU governments had expressed solidarity and offered assistance, others had preferred to "attack Spain" and call for its temporary exclusion from the Schengen Area.

The latest developments follow one of the largest cases of illegal migration on Spain's southern border in recent years. According to the Spanish government, at least 67 people died during the crisis, and more than 48,000 of the nearly 50,000 migrants who arrived in Ceuta were returned to neighbouring Morocco. The incident has once again brought to the agenda questions about revising European migration policy and sharing responsibility among EU member states. Spain insists that external borders must be protected collectively, not at the expense of border states alone, and that humanitarian assistance should not be replaced by political accusations.
