SOCIUM, July 23 | ORIENT. A practical seminar, organized by the United Nations Children's Fund (UNICEF) jointly with the Ministry of Education of Turkmenistan, was held in Ashgabat. The main topic of the meeting was the practical application of the MICS-EAGLE global analytical system—a digital "optics" that enables the transformation of statistical data into targeted government decisions and investments in education.

The seminar was attended by members of the Mejlis (parliament), representatives of key ministries—education, healthcare, finance, labor, and the Institute of State, Law, and Democracy. The participants' profiles underscore a comprehensive strategic approach: MICS statistics are viewed not as a dry report, but as an evidence base for the formation of social policy, whose priorities in supporting families and children are regularly reported on by ORIENT.

Using the MICS-EAGLE methodology, experts analyzed key indicators ranging from basic reading and numeracy skills in primary school children to ICT proficiency among young people and school readiness.

The key value of such a detailed (disaggregated) analysis is the ability to accurately identify hidden barriers and bridge the gap in educational quality between different groups of children.

The practical part of the seminar was devoted to drafting analytical reports that will allow budgetary resources to be directed precisely where they will have the greatest impact on the harmonious development of each child.
