Greece blocks EU's 21st sanctions package against Russia, seeking exemptions for LNG shipping

Internal unity has always been the European Union's strength, yet it also becomes its weakness when 27 voices cannot unite into one. Greece's demand for exemptions for its fleet exposes a painful reality: even amid a protracted conflict, European capitals continue to argue not so much about goals but about the price they are willing to pay.

EU negotiations on the 21st round of sanctions against Russia have stalled, as Greece demands changes to the agreed ban on Russian LNG, sources said on Friday. Athens is pushing for exemptions that would allow its shipping fleet to continue transporting Russian LNG to non EU countries, despite a bloc wide ban due in 2027.

Under approved rules, from 1 January 2027, all EU operators will be prohibited from buying, importing or transshipping Russian LNG. The ban also applies to EU companies providing transport services for third countries. Greece seeks to revise this provision. An EU ambassadors' meeting is scheduled for Wednesday to renew efforts to adopt the new package.

Earlier, on 9 June, European Commission President Ursula von der Leyen announced a proposed 21st sanctions package targeting energy, finance, cryptocurrencies, trade and, for the first time, fisheries. The proposal also includes restrictions on ports, airports and refineries involved in Russian oil trade, and a ban on LNG tanker sales to Russia. The package requires approval from all 27 EU members.

The previous 20 packages were adopted with varying degrees of consensus, but each time the process took weeks or even months. Particular disagreements arise over energy related measures.
