Turkmenistan's Industrial Performance for the First Half of the Year


The extended meeting of the Cabinet of Ministers demonstrated robust growth not only in macroeconomic indicators but also in specific production sectors. Deputy Prime Ministers from key agencies reported on production results for January–June 2026 and outlined strategic objectives for the second half of the year.
Oil and Gas Complex and Geology
The fuel and energy sector consistently exceeded its planned targets. The Türkmennebit State Concern fulfilled its oil production plan by 108.3%, while its oil refining plants fulfilled it by 104.1%.
Gasoline production reached 116% of the planned target, diesel fuel – 111.4%, lubricants – 119.4%, liquefied gas – 118.5%, and natural and associated gas production – 107.6%.
During the meeting, President Serdar Berdimuhamedov made significant personnel changes, appointing Berdymyrat Amanov as head of the Turkmengeology State Corporation. The complex's management has been tasked with accelerating the diversification of gas exports, continuing the effective development of the super-giant Galkynysh field, and intensifying geological exploration to discover new hydrocarbon reservoirs.
Construction, Industry, and Chemicals
This sector demonstrated overall plan fulfillment of 127.9%. The Ministry of Industry and Construction fulfilled its obligations by 132.7%, the Ministry of Energy by 106.2%, the Ministry of Construction by 104.5%, and the State Concern Turkmenhimiya by 114%.
The head of state ordered industrial enterprises to reach full capacity, expand the range of construction materials, and strictly monitor the quality and completion dates of projects scheduled for opening in late 2026.
Trade, Textiles, and the Private Sector
The Ministry of Trade and Foreign Economic Relations achieved a 108.8% growth rate in trade turnover. Textile production increased to 106.3%, while the revenue of the Turkmenhaly State Association rose to 107.4%. The State Commodity and Raw Materials Exchange held 146 trades, registering over 15,300 contracts.
The Union of Industrialists and Entrepreneurs (UIET) maintains its growth rate: private production of food and agricultural products increased by 9%, and industrial goods by 10.3%. The President emphasized the need to saturate the domestic market and to make greater use of the private sector's potential to create new import-substituting industries.
Transport and Communications
The overall growth rate of work performed in the transport and communications sector was 113.9%.
The highest growth rates in service provision were demonstrated by road transport (+20.3%) and civil aviation (+18.1%). Communications grew by 15.3%, and railways by 6.8%. Cargo and passenger transportation plans were fulfilled at over 102%.
President Serdar Berdimuhamedov instructed to modernize the railway network, increase transit freight traffic on international highways, and maximize the capacity of the Turkmenbashi International Seaport and the Balkan Shipyard.
Agro-Industrial Complex
The main news in the agro-industrial complex these days was the harvest of over 1.4 million tons of grain. Overall, production growth across the sector reached 109.8%, and investment utilization reached a record 135.5%.
The State Association “Turkmengallaonumleri” (123.2%) and the food industry (118.7%) demonstrated strong growth. Farmers are currently transporting grain to elevators while simultaneously plowing the land and preparing equipment, laying the foundation for next year's harvest.
