New rules in the Strait of Hormuz: applications 48 hours in advance, fees waived for 60 days

As reported by CCTV+, the Iranian Strait of Hormuz Navigation Control Authority (PGSA) announced new procedures on Friday for vessels wishing to transit the strait, including a requirement to submit transit applications at least 48 hours in advance.

Applications must be submitted exclusively through the PGSA website and email, and must contain "valid and reachable" contact information. To avoid delays, vessels must apply "no less than 48 hours prior to arrival in the strait area."

PGSA also confirmed that during the 60 day period specified in the Iran-US memorandum, vessels are exempt from transit fees. Costs related to security, environmental protection and Iranian insurance requirements will be covered by the Iranian government. Vessels must coordinate their route and crossing time with Iranian authorities in advance. Owners are responsible for any non-compliance.

The announcement followed the decision of Iran's Supreme National Security Council to expedite the processing of vessel transit requests and waive fees for 60 days under the memorandum. On February 28, Israel and the US launched joint attacks on Tehran and other Iranian cities. Iran responded with missile and drone strikes and tightened its control over the Strait, banning safe passage for vessels linked to the US and Israel.

PGSA is the Iranian authority responsible for coordinating navigation in the Strait of Hormuz. The Iran-US memorandum, signed on June 19, ended the conflict and provides for a 60 day transitional period. During this period, Iran covers all costs related to vessel passage. The Strait of Hormuz is a strategic chokepoint through which about 20% of global oil passes. The new rules are designed to ensure safety and order after the blockade period.

When war recedes, order returns — but not overnight. Forty eight hours to apply, 60 days of free passage, strict rules and clear communication channels. Iran is reopening the strait, but not chaotically — with discipline. Ships can sail, but only by the rules. Responsibility lies with the owners. These are not just technical procedures.

They signal that diplomacy has restored navigation, but peace demands respect for rules. And when the first tanker receives clearance, the strait will once again be not a battlefield, but a route for trade.
