Ashgabat, December 12 | ORIENT. President of the Republic of Kazakhstan Kassym-Jomart Tokayev participated in the International Forum dedicated to the 30th Anniversary of Turkmenistan's Permanent Neutrality. He noted that Turkmenistan's positive neutrality fits seamlessly with the traditions and spiritual values of the people, quoting Magtymguly Pyragy: "Where there is peace, the state grows stronger; where there is justice, trust grows."
The leader of Kazakhstan emphasized that the global situation remains extremely tense: mutual trust, tolerance, and understanding of the importance of peace are in short supply. He lamented the erosion of international law and the decline in the authority of multilateral institutions, primarily the UN.
Kazakhstan advocates for reform of the United Nations, including expanding the Security Council. Tokayev proposed creating a "like-minded group" to develop specific proposals for reforming the UN system.
Kassym-Jomart Tokayev announced that Kazakhstan supports the initiative announced today by the head of Turkmenistan regarding the creation of the UN University of Peace and Neutrality.
A just and sustainable world order will become a reality when militaristic rhetoric is replaced by a language of peace, trust, and cooperation, Tokayev believes. In this regard, Kazakhstan welcomes the intensification of negotiations on the Ukrainian conflict and the discussion of the main provisions of the peace pact, as well as the signing of agreements on the Middle East. Kazakhstan supports the creation of a sovereign Palestinian state. The historic significance of the signing of the Joint Declaration on Peace by Azerbaijan and Armenia was also noted.
Kassym-Jomart Tokayev presented a number of ambitious proposals for regional security and the preservation of unique water bodies. The development of a special Interstate Program to prevent ecosystem destruction and the shallowing of the Caspian Sea was proposed.
Given that the UN system lacks a specialized structure focused exclusively on water issues, Kazakhstan proposes the creation of an International Water Organization. Astana intends to launch the process of international consultations on the creation of an IWO at the Regional Environmental Summit in April next year.
The importance of providing assistance to Afghanistan was noted, with the UN Regional Centre for Sustainable Development Goals in Almaty intended to become an important platform for coordinating cooperation. The global economy is slowing, but Central Asia is not experiencing stagnation, Tokayev further noted. He stated that Kazakhstan's economic growth will exceed 6% in 2025.
Kazakhstan is actively expanding its transit and transport potential, placing due emphasis on the development of the Trans-Caspian International Transport Route and modernizing infrastructure to create a seamless transport system.
