At a meeting of the Cabinet of Ministers, Deputy Prime Minister Rashid Meredov reported on the key stages of developing Turkmenistan's strategic partnership with UN humanitarian agencies.
The main focus was on the transition to systemic cooperation within the new five-year cycle.
The signing of the Sustainable Development Cooperation Framework for 2026–2030 (October 23, 2025), as well as the approval of the Country Programs of the United Nations Children's Fund (UNICEF), the United Nations Population Fund (UNFPA), and the United Nations Development Programme (UNDP) for the period 2026–2030, formed the basis for work in the coming years.
In order to promptly launch the new Program, 16 bilateral documents (work plans) for 2026–2027 have been developed, covering key areas with UNICEF, UNFPA, and relevant ministries, agencies, and public organizations of Turkmenistan.
The documents developed demonstrate a systematic approach to fulfilling national and international obligations. In the area of human rights and legislation protection (with the assistance of UNICEF), work plans have been developed for the Mejlis, the Ombudsman's Office, and the Institute of State, Law, and Democracy for 2026–2027. Their goal is to improve the relevant legislative framework and fulfill national obligations under the Convention on the Rights of the Child.
In the area of education and climate (also with UNICEF), the work plans of the Ministry of Education and the Ministry of Labor and Social Protection focus on strengthening children's social protection, developing inclusive education, implementing the Green School program, and adapting educational institutions to climate change.
In the area of gender equality and statistics (with the participation of UNFPA), plans have been developed with the Mejlis, the Supreme Court, the Institute of State, Law, and Democracy, and the State Committee for Physical Culture and Sports to facilitate the implementation of the National Action Plan on Gender Equality. Furthermore, the State Statistics Committee and the State Television Committee have developed plans to improve the quality of statistical data on children and to broadly cover activities that benefit young citizens.
Summarizing the report, President Serdar Berdimuhamedov noted that developing a multi-vector partnership with the UN is a key area of the state's foreign policy. The head of state approved the proposals presented, issuing corresponding instructions for the implementation of the approved programs and work plans.
